SC13.19 - Revising the definition of Excluded Area of Chapter 925, Permit Parking

City Council Decision
City Council on February 26, 2020, adopted the following:
1. City Council direct that Ward 23, Scarborough North, be subject to the petition and polling provisions of Chapter 925, Permit Parking of the City of Toronto Municipal Code, and that the definition of "Excluded Area" in the Chapter be amended accordingly.
2. City Council direct that all of Ward 20, Scarborough Southwest, be subject to the petition and polling provisions of Chapter 925, Permit Parking of the City of Toronto Municipal Code, and that the definition of "Excluded Area" in the Chapter be amended accordingly.
3. City Council direct the General Manager, Transportation Services to report to the Infrastructure and Environment Committee before the end of the second quarter of 2020 on:
a. the number of permits for on-street permit parking in the City, and the number of households associated with these permits and the revenues to the City for sale of permits as well as ticket revenues related to enforcement for the latest available year; and
b. the number of households not covered by permit parking and associated ticket revenues from enforcement of the City's three-hour parking limit.

Origin
Summary
After hearing from numerous residents of my ward regarding their concerns about the lack of adequate on-site parking on their properties, I have concluded that their long term parking needs could perhaps be satisfied through the City's Residential On-street Permit Parking Program. The areas of the City that currently allow for residential permit parking are: Toronto and East York, areas of Etobicoke York, North York and certain areas of Scarborough. This program is currently not in place for ward 23, however, because this area is included in the definition for "Excluded Area" under Chapter 925, Permit Parking. Under section 925-4C of Chapter 925, permit parking will not apply to the excluded area as defined, meaning, among other things, that staff are unable to designate roads or areas within the excluded area as permit parking roads or areas even where staff are in receipt of a petition from residents. This motion seeks to remove the following area from the definition of excluded area under Chapter 925, Permit Parking, such that streets within this area can be considered for permit parking through the petition and polling process.
