Members, I will now review the Order Paper. 

The Mayor has designated Item EX19.5 on Update on the City's Transit Expansion Projects Fourth Quarter 2020 and Item EX19.3 on Policy Analysis, Potential Design and Possible Implementation of a Vacant Home Tax in Toronto as his Key Matters and first items of business today.

Members the Mayor is at Queens Park for an announcement this morning, so his first Key Matter won't begin before 10:30 a.m. when the Mayor is expected to return.

The Notice of Motion run through is scheduled for 2 p.m. tomorrow only if the Mayor's Key Matters are completed. 

I propose that City Council set a time for a closed session, if required, later in the meeting.      

I will now go through the items to take additional Member holds.  I will review the Order Paper one section at a time, starting with the deferred items.

Councillor Cressy, I understand that you wish to place a procedural motion to remove certain Board of Health items and bring them forward to Council.  I will call for that motion when we consider requests to make matters urgent and time specific.

The Clerk will now open the speakers list in CMP and you can place your name on the list.  When I recognize you, unmute your mic and state the item or items you wish to hold.

That in accordance with Section 27-7.10 of Council Procedures, City Council remove Items:

HL24.1, headed "TO Supports: COVID-19 Equity Action Plan";

HL24.2, headed "Response to COVID-19 - Update";

HL24.3, headed "Appointment of Associate Medical Officer of Health"; and

HL24.6, headed "Student Nutrition Program Support for Remote Learning";

from the Board of Health and bring the Items forward to City Council for consideration.

That City Council consider Item EC18.15 headed "Building Back Stronger: Report of the City of Toronto's Economic and Culture Recovery Advisory Group" as the first item on Thursday, December 17, 2020.

That City Council consider Item HL24.2 headed "Response to COVID-19 - Update" as the second item on Thursday, December 17, 2020.

December 16, 2020 at 10:25 a.m. - That City Council adopt the December 16, 2020 Order Paper, as amended and all other Items not held on consent.

December 17, 2020 at 10:07 a.m. - Speaker Nunziata advised Council of the following:

Members, we will now review and confirm the Order Paper. There are 50 Items left on the agenda, including 32 Member Motions.

Council has decided to consider Items EC18.15 on Building Back Stronger, the report from the City of Toronto's Economic and Culture Recovery Advisory Group, and Item HL24.2 on Response to COVID-19 Update as the first and second Items of business this morning.

December 18, 2020 at 9:48 a.m. - That City Council adopt the December 18, 2020 Order Paper.

Councillor Cressy, on a Point of Order, stated that he would like to place a motion to bring forward the Board of Health Items from the Board's last meeting for consideration at this December Council meeting.

Councillor Thompson, on a Point of Order, stated that he did not hear the Speaker call on Members to indicate if they wish to make an Item time specific.
