July 28, 2020 at 9:53 a.m. - Speaker Nunziata advised Council of the following:

 

Members, I will now review the Order Paper. 

 

We have four deferred Committee Items:

 

NY14.1 on Official Plan Amendment (Final Report) and Zoning By-law Amendment (Request for Directions Report) - 2600 Don Mills Road;

 

NY14.5 on a Request for Direction Report - Official Plan Amendment and Zoning Amendment Application - 1650 Sheppard Avenue East;

 

SC12.4  on 1-70 Eglinton Square, 1431 and 1437 Victoria Park Avenue, 14, 18, 19, 22, 23 and 26 Engelhart Crescent and 64 and 68 Harris Park Drive - Official Plan Amendment Application - Request for Direction Report;

 

and

 

SC12.6 on 1880-1890 Eglinton Avenue East and 1523-1545 Victoria Park Avenue - Official Plan Amendment Application - Request for Directions Report.

         

The Mayor has designated Item EX15.1 headed "Eglinton East Corridor - Priority Bus Lanes" and Item CC23.3 headed "Update on the City's Response to COVID-19 and Financial Impacts" as his Key Matters for this meeting.  

 

Item EX15.1 will be our first Item of business today.

 

Item CC23.3 will be our first Item of business on Wednesday.

 

Members, there are two matters on the agenda that I propose be considered with the Mayor's second Key Matter. 

 

Mayor Tory, do you consent to the joining of Executive Committee Items EX15.7 and EX15.8 on the Capital and Operating Variance reports with your second Key Matter, Item CC23.3 on the City's Response to COVID-19 and Financial Impacts?

 

Mayor Tory consented to the joining of the Items with his Key Matter.

         

The Notice of Motion run through is scheduled for 2 p.m. tomorrow only if the Mayor's Key Matters are completed.   

 

I propose that City Council set a time for a closed session, if required, later in the meeting.

 

I will now go through the items by Agenda Section to take additional Member holds. As we get to each Section on the agenda, please text your surname to the Clerk at the number provided. When I recognize you, unmute your mic and state the item or items in that Agenda section that you wish to hold. 


1 - Motion to Amend the Order Paper moved by Councillor Shelley Carroll (Carried)

That City Council consider Item CC23.1 headed "Ombudsman Toronto 2019 Annual Report" as the first Item after Member Motions on Wednesday, July 29, 2020 and the Ombudsman be requested to give a presentation to City Council.


Motion to Adopt Order Paper as Amended (Carried)

July 28, 2020 at 10:28 a.m. - That City Council adopt the July 28, 2020, Order Paper, as amended, and all other Items not held on consent.


2 - Motion to Amend the Order Paper moved by Councillor Joe Cressy (Carried)

That City Council consider Item HL18.1 headed "Toronto Public Health's Response to COVID-19: Context, Status Update, and Next Steps" at 2:00 p.m. on Tuesday, July 28, 2020 if the Mayor's First Key Matter is complete.  


b - Review Order Paper

July 29, 2020 at 9:38 a.m. - Speaker Nunziata advised Council of the following:

 

Members of Council we will now review and confirm the Order Paper. There are 45 Items left on the agenda, including 27 Member Motions.

 

Our first item this morning is the Mayor's second Key Matter, Item CC23.3 on the City's Response to COVID-19 and Financial Impacts.  That Item will be considered together with Items EX15.7 and EX15.8 on the Capital and Operating Variance reports.

 

City Council will consider Member Motions at 2:00 p.m. if the Mayor's Key Matter is completed.  The first item after Member Motions will be Item CC23.1, the Ombudman's 2019 Annual Report.
