The Board of Directors of CreateTO: 

1.  Amended By-law 1-2018 and adopted the draft bill in Attachment 1 to the report (April 20, 2020) from the City Clerk to provide that during an emergency declared to exist in all or part of the City under section 4 or 7.0.1 of the Emergency Management and Civil Protection Act:

a.  a member of the Board may participate in a meeting of the Board or of any committee of the Board by electronic means and will be counted in determining whether or not a quorum of members is present at any point in time;

b.  a member of the Board may participate electronically in a meeting of the Board or of any committee of the Board that is closed to the public.

2. Requested City Council to approve the Board-approved amendments to By-law 1-2018 made in accordance with Recommendation 1.

3. Requested the City Clerk and the City Solicitor to present to the Board for information the amended By-law 1-2018 once approved by City Council. 

The Manager, Committees and Boards, City Clerk's Office gave an overview on the Amendments to Board Procedures to Enable Remote Electronic Participation in CreateTO Board Meetings During an Emergency. 

The purpose of this report is to recommend amendments to the procedures by-law of the Board of Directors of CreateTO to allow electronic participation by members of the Board in meetings held during an emergency declared to exist in all or part of the City under section 4 or 7.0.1 of the Emergency Management and Civil Protection Act.
