The Board of Directors of Toronto Parking Authority:

 

1.  Granted authority to award the contract for the provision of winter maintenance services (snow clearing, snow removal and salting) for Toronto Parking Authority off-street parking facilities to Across Canada Construction Ltd., having submitted the lowest bid and meeting all specifications in conformance with the Request for Qualification winter maintenance requirements, for a term of two (2) years, plus an optional extension of one (1) year, at the sole option of the President, Toronto Parking Authority, in the amount (two years) of $2,521,378 plus $252,138 as a contingency allowance (10 percent of the contract value over the two (2) year period), being the sum total amount of $2,773,516, net of all taxes and charges.

Description:

 

The non-exclusive provision of winter maintenance service for TPA off-street parking facilities from November 1, 2020 for a term of two (2) years ending May 1, 2022, plus one (1) optional one (1)-year extension at the sole option of TPA. Should the option be exercised, the Director, Parking Services, will request the Vice President of Operations to process the renewals under the same terms and conditions.

 

TPA Parking Services team developed the operational and performance requirements and prepared the procurement documents.  The contractual scope includes the following changes from the previous procurement document:

 

- Pricing tables organized per month per parking facility which provides TPA the flexibility to add and delete lots as required rather than a lump sum per month;

 

- Mandatory performance requirements for snow clearing, removal and salting;

 

- Mandatory utilization of work validation tracking technology.

 

This RFQ was then publicly posted on MERX on June 29, 2020 and the process was open to all interested proponents.  One subsequent addendum was issued and the call closed on August 9, 2020.  In total, four (4) proposal submissions were received from the following companies:

 

Across Canada Construction Ltd (ACC)

Gazzola Paving Limited

Campus Group

Snow Wrangler

 

TPA formed an evaluation committee consisting of employees from different operational areas and followed a two-stage process (Table 2: Evaluation Guidelines).

 

Stage 1 - The Evaluation Committee assessed if the submission met all mandatory requirements. 

 

Stage 2 - The Evaluation Committee assessed the submission for cost of services.

Upon evaluation, only two (2) companies, Gazzola Paving and ACC, met all mandatory requirements. The other two (2) companies failed to provide all mandatory requirements and therefore full scoring was not completed.

Following the comprehensive evaluation, it is recommended that ACC be awarded a contract for the TPA winter maintenance services as stipulated in the RFQ.
