The Board of Directors of Toronto Parking Authority:

 

1.  Approved the proposed Toronto Parking Authority Policy Resolution 2-11 - Special Parking and Bike Share Arrangements For Organizations in Appendix B to the report (May 7, 2020) from the Acting President, Toronto Parking Authority, and directed the President, Toronto Parking Authority, to enact this Policy Resolution, as amended.

Summary

The rate structure established for each Toronto Parking Authority (TPA) Car Park is applicable to all users, regardless of special circumstances. Requests for special parking considerations are generally discouraged except those requests that meet the criteria outlined in Policy Resolution 2-11 - Special Parking Arrangements For Organizations (Appendix A).

 

On a historical basis, TPA has provided special parking arrangements for a number of organizations that include Places of Worship and organizations involved in charitable work, such as the Lawyers Feed the Hungry Program operated by The Law Society Foundation. Throughout the COVID-19 pandemic, TPA has received multiple requests for special arrangements for parking at specific Car Parks and Bike Share rides. Requests have generally been made by organizations seeking assistance to support frontline health care workers or local businesses. Given the extraordinary circumstances, special arrangements have been granted for employees at Toronto Public Health and the University Health Network who rely on public parking and Bike Share rides as part of their daily journeys to and from work.

 

As a result of the changing socioeconomic conditions and the nature of requests being received, TPA staff are recommending that Policy Resolution 2-11 be amended to provide a stronger framework under which special arrangements are considered for parking and Bike Share. The proposed changes will further align the criteria with TPA's mandate and rate setting strategy.
