City Council Decision

City Council on February 26, 2020, adopted the following:

 

1. City Council approve a modified project for the lands at 2673-2675 Bayview Avenue, to maintain a minimum 9.5 metre rear yard setback to the two detached residential dwellings, include a minimum rear yard setback of 16 metres to the garage portion of the two detached dwellings, and reconfigure the garage location for the southern dwelling as generally shown on the applicant’s submitted August 2019 plan. 

 
2. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendments as may be required.

Community Council Recommendations

North York Community Council recommends that:

 

1. City Council approve a modified project for the lands at 2673-2675 Bayview Avenue, to maintain a minimum 9.5 metre rear yard setback to the two detached residential dwellings, include a minimum rear yard setback of 16 metres to the garage portion of the two detached dwellings, and reconfigure the garage location for the southern dwelling as generally shown on the applicant’s submitted August 2019 plan. 

 
2. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendments as may be required.

North York Community Council held a statutory public meeting on February 5, 2020 and notice was given in accordance with the Planning Act.

1. Directed the Chief Planner and Executive Director, City Planning, to submit a revised Zoning Bylaw Amendment for Zoning By-law 569-2013 and former City of North York Zoning By-law 7625 to City Council to implement the modified project referenced in North York Community Council Recommendation 1.

Summary

This application proposes to amend the Zoning By-law to permit eight townhouse units fronting Bayview Avenue and two detached houses to the rear of the site fronting onto a shared private north-south driveway. The townhouses are separated into two blocks of four units each and would be three storeys in height (11 metres). The detached houses would be two storeys in height (10.6 metres). Vehicular access to the townhouse rear integral garages and the integral garages of the detached houses is proposed from a shared private driveway off of Bayview Avenue. The proposed floor space index is 0.75 times the area of the lot and the proposed lot coverage is 42%. The existing detached houses on the site would be demolished.

 

The proposed development is consistent with the Provincial Policy Statement (2014) and conforms to the Growth Plan for the Greater Golden Horseshoe (2019).

 

The proposal provides for two detached dwellings which are compatible with the surrounding neighbourhood and provides for appropriate townhouse infill development along a major street. The proposal conforms to the City of Toronto's Official Plan and meets the intent of the Bayview Townhouse Design Guidelines.

 

This report reviews and recommends approval of the application to amend the Zoning By-laws.

1. Recommend that City Council approve a modified project for the lands at 2673-2675 Bayview Avenue, to maintain a minimum 9.5 metre rear yard setback to the two detached residential dwellings and include a minimum rear yard setback of 16 metres to the garage portion of the two detached dwellings, and reconfigure the garage location for the southern dwelling as generally shown on the applicant’s submitted August 2019 plan.   

 
2. Direct the Chief Planner and Executive Director, City Planning, to submit a revised Zoning Bylaw Amendment for Zoning By-law 569-2013 and former City of North York Zoning By-law 7625 to City Council to implement recommendation 1 above.

 
3. Recommend that City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendments as may be required.
