City Council Decision
City Council on January 29, 2020, adopted the following:
1. City Council authorize the Executive Director, Corporate Real Estate Management to amend the Licence Agreement between the City of Toronto and the Board of Education for the City of Toronto, now the Toronto District School Board, to permit parking (consisting of approximately 15 parking spaces) as a permitted use.
2. City Council authorize the Executive Director, Corporate Real Estate Management to execute and deliver any amendments to the Licence Agreement, and any related documents contemplated thereunder on behalf of the City.
3. City Council authorize the Executive Director, Corporate Real Estate Management to administer and manage the Licence Agreement and any amendments including the provision of any consents, approvals, waivers, notices and notices of termination, provided that the Executive Director, Corporate Real Estate Management may at any time, refer consideration of such matters to City Council for its determination and direction.

Councillor Cressy, rising on a Point of Privilege, stated that the staff who are directly responsible for this file were not present and if Deputy Mayor Minnan-Wong would like to have a conversation with the local Councillor, Councillor Cressy would be delighted to explain the issue.
Deputy Mayor Minnan-Wong, rising on a Point of Privilege, stated that it is his privilege to ask the public service about the agreement and how staff interpret the Motion. Deputy Mayor Minnan-Wong further stated that he thinks that Council deserves a clear answer not from the local Councillor, who may have a point of view, but from the public service.
Councillor Cressy, rising on a Point of Order, stated that perhaps the Item should be stood down to the morning.
Mayor Tory, rising on a Point of Order, stated that he understands that the Deputy Mayor is entitled to ask questions of the Mover, and the Mover indicated earlier that he had an explanation. Mayor Tory further stated that, in principle, Deputy Mayor Minnan-Wong was right and that staff should be present, but they didn't know this Item was going to be dealt with today. Mayor Tory suggested that someone present, who knows the answer, should be asked the questions.
Deputy Mayor Minnan-Wong, rising on a Point of Privilege, stated that it is his privilege as a Councillor to ask questions. Deputy Mayor Minnan-Wong further stated that the filing of Notices of Motion took place a number of days ago and if a staff member is not feeling well, as indicated by the City Manager, then other staff members should be able to provide information to Council on the Motion. Deputy Mayor Minnan-Wong further stated that he may end up voting against the Item because he doesn't have sufficient information from staff.
