The Infrastructure and Environment Committee:

1.  In accordance with Section 71-11.1.C of the City of Toronto Municipal Code (Financial Control), granted authority to amend:

a. Contract No. 47021416 issued to GFL Environmental Inc. awarded through Request for Quotation No. 9150-18-0003 by an additional amount of $5,117,852.34 excluding taxes and charges ($5,207,926.54 net of HST recoveries) revising the current total value of $15,134,901.00 excluding taxes and charges to $20,252,753.34 excluding taxes and charges ($20,609,201.79 including HST recoveries); and

b. Contract No. 47022273 issued to Renewi Canada Ltd (now Convertus Canada Ltd.) awarded through Request for Quotation No. 9150-19-0126 by an additional amount of $4,160,603.05 ($4,233,829.66 net of HST recoveries) revising the current total value of $4,650,000.00 excluding taxes and charges to $8,810,603.05 excluding taxes and charges ($8,965,669.66 including HST recoveries).

The purpose of this report is to request authority to amend the value of Contract No. 47021416 (GFL Environmental Inc.) and Contract No. 47022273 (Renewi Canada Ltd, now Convertus Canada Ltd.) for Organics (formerly Source Separated Organics or SSO) processing services. The increased funds are required for continued processing of the City's Organics by external contractors as a result of delays in the commissioning of the Dufferin Organics Processing Facility (DOPF) and also higher tonnages of Organics being collected through the Green Bin Program.
