The Bid Award Panel adopted the following:

1.  Bid Award Panel grant authority to award the contract in accordance with the Contract Details set out in the report (August 24, 2020) from the Chief Procurement Officer:

Tender Call Number  DOC 2456332859 (107-2020), Contract Number 20TW-DC-307OCS (Part A) and 20TW-DC-308OCS (Part B)

Description:

RFT Number 107-2020, for the Permanent Surface Reinstatement to Toronto Water Repairs at Various Locations within the City of Toronto (20TW-DC-307OCS (Part A) and 20TW-DC-308OCS (Part B))

Initial award shall be from the date of award to December 31, 2020 with the option to renew the contract for one (1) additional eight (8) month period.

Should the option period be exercised, then the General Manager of Toronto Water will request the Chief Procurement Officer to process the renewal under the same terms and conditions.

Recommended Bidder:

Part A: A and F DiCarlo Construction Inc.  

Part B: Sanscon Construction Ltd.

The total potential cost for Part A including the optional period is $5,814,968 net of HST recoveries, $5,714,394 net of all taxes and charges and $6,457,265 including all applicable taxes and charges.

Part B:

From the date of award to December 31, 2020

$2,655,309 including all applicable taxes and charges  

$2,391,188 net of HST recoveries

Option Period 1 – January 1, 2021 to August 31, 2021

$2,420,326 net of all applicable taxes and charges

The total potential cost for Part B including the optional period is $4,854,111 net of HST recoveries, $4,770,156 net of all taxes and charges and $5,390,277 including all applicable taxes and charges.

The total potential cost to the City including the optional period for both parts is $10,669,079 net of HST recoveries.  The total potential contract award is $11,847,542 including all applicable taxes and charges, $10,484,551 net of all applicable taxes and charges. 

Contracts are expected to start on date of award and end on December 31, 2020 with the option to renew the Contract for one (1) additional separate eight (8) month period.

The above cost calculations for the Option Period(s) reflect an estimated annual 3 percent increase as per the Consumer Price Index (CPI).
