Item - 2019.TE9.75

The Toronto and East York Community Council:

1. Waived the polling requirement under the City's Traffic Calming Policy and authorized the installation of traffic calming on Harvie Avenue, between Rochdale Avenue and Kitchener Avenue.
 

2. Directed the City Solicitor to prepare a by-law to alter the roadway on Harvie Avenue, between Rochdale Avenue and Kitchener Avenue, for traffic calming purposes, generally as shown on the attached Drawing No. 421G-3545, dated September 2019 to the Letter (October 10, 2019) from Councillor Bailão.
 

3. Reduced the speed limit from 40 km/h to 30 km/h on Harvie Avenue, between Hatherley Road (east intersection) and Redhill Avenue, when the speed humps are installed.

Harvie Avenue residents have contacted my office over the last few months with concerns about high traffic volumes and speeding vehicles on their street, specifically, between Redhill Avenue and Hatherley road. 

At my request, Traffic Operations staff undertook a speed hump feasibility study on Harvie Avenue, between Redhill Avenue and Hatherley Road.  The study showed that speed humps were warranted between Chudliegh Avenue and Rochdale Avenue, but not between Kitchener Avenue and Rochdale Avenue.  The remaining sections, between Redhill Avenue and Kitchener Avenue, and Rochdale Avenue and Hatherley Road were also not warranted due to the high road grade above 5%.

The purpose of this motion is to address resident safety concerns by having speed humps installed on Harvie Avenue, between Rochdale Avenue and Kitchener Avenue.  Residents have been informed of this action by way of a letter from my office in early October 2019.
