The Toronto and East York Community Council:
1. Directed City Planning staff to report to the Toronto and East York Community Council December 3, 2019 meeting on the options for reframing the Gerrard-Carlaw Planning Study to ensure it responds to the new parameters imposed by the introduction of the Ontario Line.

Summary
In January 2018 City Council adopted my request to have the Chief Planner and Executive Director of City Planning, prepare a draft terms of reference for a planning study to achieve transit supportive development in the context of neighboring low-rise residential and broader City-building objectives in recognition of the transit investments being made for the proposed Gerrard-Carlaw SmartTrack/Relief Line interchange station.
In August 2019 the Ford government replaced the approved Relief Line with the Ontario Line. The new Ontario Line proposes significant changes including the plan to run the line above ground on the existing GO tracks from Eastern to Gerrard, the elimination of the Leslieville Station at Queen and Carlaw, and the addition of a new Station at De Grassi and Queen.
These are significant changes and they necessitate an immediate and urgent review of the scope of the Gerrard Carlaw Study including the terms of reference as well as the expertise and resource requirements.
I would ask that you support this request for a report back from City Planning on options to reframe the study.
