City Council Decision
City Council on June 18 and 19, 2019, adopted the following:
1. City Council amend Zoning By-law 438-86, for the lands at 348 Davenport Road substantially in accordance with the revised draft Zoning By-law Amendment attached to motion 1 by Councillor Layton to ensure a 3-metre stepback at the fourth floor of the rear addition.
2. City Council amend City of Toronto Zoning By-law 569-2013 for the lands at 348 Davenport Road substantially in accordance with the revised draft Zoning By-law Amendment attached to motion 1 by Councillor Layton to ensure a 3-metre stepback at the fourth floor of the rear addition.
3. City Council direct that the City, as landowner, enter into a Memorandum of Understanding with Shelter, Support and Housing Administration, as operator, to install and maintain window louvres at the rear of the property located at 348 Davenport Road to mitigate overlook and privacy impacts.

That:

At its meeting on May 22, 2019, the Toronto and East York Community Council also considered the report (May 16, 2019) from the Director, Community Planning, Toronto and East York District, which confirms the proposal does conform with the "A Place to Grow" Plan, 2019.
The Toronto and East York Community Council held a statutory public meeting on May 22, 2019 and notice was given in accordance with the Planning Act.

On February 26, 2019, City Council requested City Planning staff, in consultation with appropriate City Divisions, to determine the appropriate criteria to accommodate potential additions to the building at 348 Davenport Road and to bring forward any required Zoning By-law Amendment to a statutory public meeting under the Planning Act after holding a community meeting.
The proposed development is consistent with the Provincial Policy Statement (2014), conforms with the Growth Plan for the Greater Golden Horseshoe (2017) and the City of Toronto's Official Plan.
This report reviews and recommends approval of the City initiated Zoning By-law Amendment.

4a - 348 Davenport Road - City Initiated Zoning Amendment - Supplementary Report
Origin
Summary
On May 2, 2019, the Province of Ontario released A Place to Grow: Growth Plan for the Greater Golden Horseshoe, 2019 ("A Place to Grow") which amends the Growth Plan for the Greater Golden Horseshoe (2017).
The "A Place to Grow" Plan has come into effect on May 16, 2019 and all planning decisions are required to conform with it, on or after May 16, 2019. Planning staff have reviewed the proposed development with respect to the "A Place to Grow" Plan and can advise that for this proposal, the relevant policies of the "A Place to Grow" Plan carry on the direction of the Growth Plan for the Greater Golden Horseshoe (2017).
Staff confirm that this proposal conforms with the "A Place to Grow" Plan.
