The Toronto and East York Community Council:

1. Directed the City Solicitor to prepare a by-law to alter the roadway on St. Clarens Avenue, between Dupont Street and Lappin Avenue, for traffic calming purposes, generally as shown on the attached copy of Drawing No. 421G-2599, dated August 2017.               

On September 6, 2017, Toronto and East York Community Council adopted, as amended, Item TE26.106 entitled "Traffic Calming (Speed Humps) – St. Clarens Avenue" and, in doing so, authorized the installation of traffic calming on St. Clarens Avenue, between Dupont Street and Lappin Avenue, subject to a favorable poll of residents. The speed hump poll on the section of St. Clarens Avenue was conducted in December 2017.  Based on the poll results, the minimum response rate of (50% + 1) was not reached; however, of the residents that responded, the majority supported the idea of having speed humps installed on St. Clarens Avenue.  Given the negative poll results, speed humps were not installed at the time.

Residents continue to contact my office to this day with concerns over speeding on St. Clarens Avenue and are asking that speed humps be installed on their street in order to improve safety.  Given the previous poll results (majority resident support), I am requesting to have speed humps installed on St. Clarens Avenue by way of this motion.  In early April 2019, I sent a letter to St. Clarens Avenue residents informing them of my intention to proceed with having speed humps installed on their street.  To date, feedback has been positive and in support of having speed humps installed on St. Clarens Avenue, between Dupont Street and Lappin Avenue.
