Community Council Decision

The Toronto and East York Community Council directed:

 

1. Transportation Services to conduct a comprehensive intersection safety review at all intersections along the Avenue Road corridor between St. Clair Avenue West and Bloor Street West, with specific focus on Avenue Road and St. Clair Avenue West, Avenue Road and Dupont Street, and Avenue Road and Davenport Road, including but not limited to:

 

a. Reviewing all intersections for leading pedestrian interval (LPI) installation;

 

b. Investigating the feasibility of restricting right-turn movements on red traffic signals at the intersections of Avenue Road and Davenport Road, and Avenue Road and St. Clair Avenue West;

 

c. Compiling and publishing all available collision and near-miss data on Avenue Road from St. Clair Avenue West to Bloor Street West, including those two intersections; and

 

d. Report back to the Toronto and East York Community Council with findings and recommendations by the third quarter of 2019.

 

2. Request Transportation Services conduct a speed limit review across the Avenue Road corridor between St. Clair Avenue West and Bloor Street West, and report back to Toronto and East York Community Council by the third quarter of 2019.

Summary

The Avenue Road corridor between St. Clair Avenue West and Bloor Street West has been identified by residents as one of concern for pedestrian safety, which led to the 2017 Corridor Safety Review (TE27.48) by Transportation Services. Staff recommendations from the report led to some changes, including a pilot project at the existing School Safety Zone near Brown Junior Public School, but concerns over pedestrian safety remained.

 

This led a number of community organizations and stakeholders to come together and create the 'Avenue Road Safety Coalition' with the aim of improving pedestrian safety along the corridor. The Coalition has reached out to our offices and we have been working together toward addressing many of the issues identified with Transportation staff.
