Community Council Decision

The Toronto and East York Community Council:

 

1. Authorized the closure of the east sidewalk and a 4.0 metre wide portion of the northbound curb lane on Elizabeth Street, between Walton Street and Elm Street, from May 1, 2019 to September 30, 2022.

 

2. Authorized the closure of the north sidewalk and a 5.2 metre wide portion of the westbound curb lane on Elm Street, between Elizabeth Street and a point 41 metres east, from May 1, 2019 to September 30, 2022.

   

3. Rescinded the existing parking machine regulation in effect from 8:00 a.m. to 3:30 p.m. and 6:30 p.m. to 9:00 p.m., Monday to Friday; 8:00 a.m. to 9:00 p.m., Saturday; and 1:00 p.m. to 9:00 p.m., Sunday, on the north side of Elm Street, between Elizabeth Street and a point 61 metres east.

 

4. Rescinded the existing parking prohibition in effect from 3:30 p.m. to 6:30 p.m. Monday to Friday, except public holidays, on the north side of Elm Street, between Elizabeth Street and a point 61 metres east.

 

5. Rescinded the existing parking prohibition in effect at all times, on the south side of Elm Street, between Elizabeth Street and a point 60 metres east.

 

6. Rescinded the existing stopping prohibition in from 3:30 p.m. to 6:30 p.m., Monday to Friday, except public holidays, on the south side of Elm Street, between Elizabeth Street and a point 60 metres east.

 

7. Rescinded the existing parking machine regulation in effect from 8:00 a.m. to 9:00 p.m., Monday to Saturday; and 1:00 p.m. to 9:00 p.m. Sunday, on the east side of Elizabeth Street, between Elm Street and Walton Street.

 

8. Rescinded the existing stopping prohibition in effect at all times on the east side Elizabeth Street, between Elm Street and a point 9 metres north.

 

9. Rescinded the existing stopping prohibition in effect at all times on the east side Elizabeth Street, between Walton Street and a point 9 metres south.

 

10. Rescinded the existing maximum one-hour parking limit in effect from 8:00 a.m. to 6:00 p.m., daily, on the west side of Elizabeth Street, between Elm Street and Gerrard Street West.

 

11. Rescinded the existing standing prohibition in effect at all times on the west side Elizabeth Street, between Elm Street and Walton Street.

 

12. Prohibited stopping at all times on the north side of Elm Street, between Elizabeth Street and a point 61 metres east.

 

13. Prohibited stopping at all times on the south side of Elm Street, between Elizabeth Street and a point 60 metres east.

 

14. Prohibited stopping at all times on both sides of Elizabeth Street, between Elm Street and Walton Street.

 

15. Directed the applicant to post a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site.

 

16. Directed the applicant to provide and install public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for night-time illumination, at their sole cost, to the satisfaction of the Ward Councillor.

 

17. Directed Elizabeth Street (except fpr maximum one-hour parking) and Elm Street be returned to pre-construction traffic and parking regulations when the project is complete.

Summary

This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City Policy or by-laws.

 

PCL Constructors is constructing a 22-storey building for institutional use at 175 Elizabeth Street, also commonly known as "Sick Kids Patient Support Centre". The site is bounded by Walton Street to the north, industrial use building - 85 Walton Street, a research and education building - 72-78 Elm Street and 675 Bay Street - to the east, Elm Street to the south and Elizabeth Street to the west.

 

Transportation Services is requesting approval to close the east sidewalk and a portion of the northbound lane on Elizabeth Street and the north sidewalk and a portion of the westbound lane on Elm Street for a period of 41 months to accommodate construction staging areas. Pedestrian movements will be accommodated within the closed curb lanes.
