Community Council Decision

The Toronto and East York Community Council:

 

1. Authorized the closure of the east sidewalk and a 1.9 metre wide portion of the northbound curb lane on Centre Avenue, between Armoury Street and a point 102 metres north, from May 1, 2019 to May 1, 2021.

 

2. Authorized the closure of the west sidewalk and a 2.2 metre wide portion of the southbound curb lane on Chestnut Street, between Armoury Street and a point 67 metres north, from May 1, 2019 to May 1, 2021.

 

3. Rescinded the existing parking machine regulation in effect from 8:00 a.m. to 9:00 p.m., Monday to Saturday; and 1:00 p.m. to 9:00 p.m., Sunday, on the east side of Centre Avenue, between a point 39.6 metres north of Armoury Street and a point 115 metres north of Armoury Street.

 

4. Rescinded the existing parking prohibition in effect at all times on the east side of Centre Avenue, between Armoury Street and a point 39.6 metres north.

 

5. Rescinded the existing parking machine regulation in effect from 8:00 a.m. to 9:00 p.m., Monday to Saturday; and 1:00 p.m. to 9:00 p.m., Sunday, on the west side of Chestnut Street, between Armoury Street and a point 72 metres north.

 

6. Rescinded the existing parking prohibition in effect at all times on the west side of Chestnut Street, between Armoury Street and a point 29 metres north.

 

7. Prohibited stopping at all times on the east side of Centre Avenue, between Armoury Street and a point 115 metres north.

 

8. Prohibited stopping at all times on the west side of Chestnut Street, between Armoury Street and a point 72 metres north.

 

9. Directed the applicant to post a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site.

 

10. Directed the applicant to provide and install public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for night-time illumination, at their sole cost, to the satisfaction of the Ward Councillor.

 

11. Directed Centre Avenue and Chestnut Street be returned to their pre-construction traffic and parking regulations when the project is complete.

Summary

This staff report is about a matter that Community Council has delegated authority to make a final decision provided that it is not amended so that it varies with City policy or by-laws.

 

EllisDon Corporation is constructing a 17-storey institutional building at the lands located at 11 and 33 Centre Avenue and 80 Chestnut Street. The site is bounded by an existing commercial building (55 Centre Avenue and 108-110 Chestnut Street to the north, Chestnut Street to the east, Armoury Street to the south and Centre Avenue to the west.

 

Transportation Services is requesting approval to close the east sidewalk and a portion of the northbound lane on Centre Avenue and the west sidewalk and a portion of the southbound lane on Chestnut Street, for a period of 24 months to accommodate construction staging areas. Pedestrian movements will be accommodated within the closed curb lanes.
