City Council Decision
City Council on February 26, 2019, adopted the following:
1. City Council authorize the entering into of a heritage easement agreement under Section 37 of the Ontario Heritage Act with the owner of the Macdonald Manufacturing Company Buildings at 401 Richmond Street West in a form and content satisfactory to the City Solicitor and the Chief Planner and Executive Director, City Planning.
2. City Council authorize the City Solicitor to introduce the necessary Bill in Council authorizing the entering into a heritage easement agreement for the property at 401 Richmond Street West.

Community Council Recommendations
The Toronto and East York Community recommends that:
1. City Council authorize the entering into of a heritage easement agreement under Section 37 of the Ontario Heritage Act with the owner of the Macdonald Manufacturing Company Buildings at 401 Richmond Street West in a form and content satisfactory to the City Solicitor and the Chief Planner and Executive Director, City Planning Division.
2. City Council authorize the City Solicitor to introduce the necessary bill in Council authorizing the entering into a heritage easement agreement for the property at 401 Richmond Street West.

This report recommends that Toronto City Council grant authority for the execution of a Heritage Easement Agreement under Section 37 of the Ontario Heritage Act for the Macdonald Manufacturing Company Buildings on the property at 401 Richmond Street West and that Council authorize the City Solicitor to introduce any necessary bill in Council to this effect. A Heritage Easement Agreement will allow for the protection of the designated heritage property in perpetuity.

That in accordance with the provisions of Chapter 27, Council Procedures, Toronto and East York Community Council reconsider Items TE3.77 and TE3.77a.
That the Toronto and East York Community Council adopt the recommendations contained in the Decision Letter (TE3.77a) from the Toronto Preservation Board.
