The Toronto and East York Community Council:

1.  Approved the closure of the north sidewalk and a 2.4 metre wide portion of the westbound curb lane on Edward Street, between a point 42 metres west of Yonge Street and a point 75 metres further west, from February 21, 2019 to February 28, 2022.

2.  Rescinded the existing parking prohibition in effect at all times on the north side of Edward Street, from a point 32 metres west of Yonge Street to a point 118 metres further west.

3.  Prohibited stopping at all times on the north side of Edward Street, from a point 32 metres west of Yonge Street to a point 118 metres further west.

4.   Rescinded the existing parking machine regulation in effect from 8:00 a.m. to 9:00 p.m., Monday to Saturday, and 1:00 p.m. to 9:00 p.m., Sunday, on the south side of Edward Street, between a point 36 metres west of Yonge Street and a point 88 metres further west.

5.  Prohibited stopping at all times on the south side of Edward Street, from a point 36 metres west of Yonge Street to a point 88 metres further west.

6.  Directed the applicant to post a 24-hour monitored construction hotline number on the hoarding board, which must be prominently placed and legible from 20 metres and on all elevations from the construction site.

7.  Directed the applicant to provide and install public art, including mural artwork, onto every elevation of the hoarding board with adequate spotlighting for night-time illumination, at their sole cost, to the satisfaction of the Ward Councillor.

8.  Directed that Edward Street be returned to its pre-construction traffic and parking regulations when the project is complete.

This staff report is about a matter that Community Council has delegated authority to make a final decision, provided that it is not amended so that it varies with City Policy or by-laws.

Lifetime Developments is constructing a 30-storey condominium at 20 Edward Street.  The site is bounded by a public laneway to the north, existing commercial uses (6 - 10 Edward Street) to the east, Edward Street to the south and existing residential (633 Bay Street) uses to the west.

Transportation Services is requesting approval to close the north sidewalk and a portion of the westbound lane on Edward Street abutting the north side of the site for a period of 36 months to accommodate a construction staging operations.  Pedestrian operations on Edward Street will be maintained within the closed portion of the curb lane.
