Community Council Decision
The Toronto and East York Community Council:
1. Approved the temporary closure to vehicular traffic of the westerly southbound curb lane of Duncan Street between a point 4.2 metres south of Richmond Street West and a point 27.1 metres further south from January 1, 2020 to April 14, 2023, inclusive, for the operation of a parklet cafe.
2. Rescinded the existing parking prohibition in effect at all times on the west side of Duncan Street, between Richmond Street West and a point 31.3 metres south.
3. Prohibited stopping at all times on the west side of Duncan Street, between a point 4.2 metres south of Richmond Street West and a point 27.1 metres further south.
4. Rescinded the 8:00 a.m. to 6:00 p.m. and 6:00 p.m. to 12:00 midnight Monday to Saturday and 1:00 p.m. to 12:00 midnight Sunday parking machine regulation on the west side of Duncan Street, between Adelaide Street West and Richmond Street West.

This report concerns a matter for which Community Council has delegated authority from City Council to make a final decision, provided that it is not amended so that it varies with City policy or by-laws.
Transportation Services is requesting the Toronto and East York Community Council to extend existing approval of the temporary closure to vehicular traffic of a portion of the westerly southbound curb lane of Duncan Street, south of Richmond Street West until April 14, 2023 to facilitate the proposed extended operations of a curb lane parklet café at The Fifth Pub House, Café and Market located at 225 Richmond Street West.
A companion report "Extending Approval for Year-Round Operation of Parklets and Parklet Cafés on King Street and Duncan Street" (TE10.46) has been submitted to the Toronto and East York Community Council to seek authority from City Council for year-round operation of this parklet café.
Additionally, this report requests approval to replace the existing parking prohibition in the affected portion of the curb lane on Duncan Street with a stopping prohibition and to rescind the parking machine regulation.
