Community Council Decision
Scarborough Community Council directed that:
1. Transportation Services undertake a traffic study on East Avenue, between Island Road and Lawrence Avenue East, determine if any stop signs or other traffic management devices are warranted to improve traffic flow and safety for both vehicles and pedestrians, and report back to the June 9, 2020 meeting of the Scarborough Community Council.

Summary
East Avenue is a collector road with sidewalk on the west side and partial sidewalk on the east side. The speed limit is 50 km/hr with a reduction to 40 km/hr in a school zone. The road connects two collector roads: Island Road and Lawrence Ave East.
Currently, there are no-all-way-stop controls on East Avenue between Lawrence Ave East and Kirkdene Drive. These intersections are located 1.7 kilometers apart. My office has been contacted by local residents and the West Rouge Community Association who are requesting an all-way-stop control at East Avenue and Fanfare Drive.
The grassroots community association, which represents approximately 3,400 households, is concerned about excessive speed on East Avenue. Speed and traffic volumes are especially a concern during peak travel times at Rouge Hill GO Station. Commuters traveling to the higher order transit station often use East Avenue as an alternative route to Port Union Road, a minor arterial road that is scheduled for widening in 2021/22. These traffic conditions have made turns between East Avenue and local roads increasingly difficult.
I hereby request a traffic study on East Avenue, to determine if any stop signs, or other traffic management methods are warranted for improved safety.

Motions
That Scarborough Community Council:
1. Amend Recommendation 1 in the letter (August 28, 2019) from City Councillor Jennifer McKelvie, Ward 25, Scarborough-Rouge Park by changing the report-back date from the December 3, 2019 meeting of the Scarborough Community Council to the June 9, 2020 meeting of the Scarborough Community Council, so that it now reads as follows:
"1. Transportation Services undertake a traffic study on East Avenue, between Island Road and Lawrence Avenue East, determine if any stop signs or other traffic management devices are warranted to improve traffic flow and safety for both vehicles and pedestrians, and report back to the June 9, 2020 meeting of the Scarborough Community Council."
