Scarborough Community Council:

1. Waived the polling requirement and approved the installation of traffic calming (speed humps) on Vradenberg Drive, between Lowcrest Boulevard and Wishing Well Drive, and on Lowcrest Boulevard, between Warden Avenue and Cloverleaf Gate.

2. Directed the City Solicitor to prepare a by-law to alter sections of the roadway on Vradenberg Drive, between Lowcrest Boulevard and Wishing Well Drive, and on Lowcrest Boulevard, between Warden Avenue and Cloverleaf Gate, for traffic calming purposes, generally as shown in the Location Plans in Attachment 3, entitled, "Traffic Calming and U-Turn Prohibition Review - Vradenberg Drive" and Attachment 4, entitled, "Traffic Calming and U-Turn Prohibition Review - Lowcrest Boulevard", attached to the report (April 29, 2019) from the Acting Director, Traffic Management, Transportation Services.

3. Directed Transportation Services to take the necessary actions to reduce the speed limit from 40 km/h to 30 km/h on Vradenberg Drive, between Lowcrest Boulevard and Wishing Well Drive, and on Lowcrest Boulevard between Warden Avenue and Cloverleaf Gate.

4. Prohibited eastbound and westbound U-turn movements at all times on Vradenberg Drive, between Lowcrest Boulevard and Ashglen Court.

5. Authorized all-way compulsory stop control at the intersection of Vradenberg Drive and Ashglen Court/Castleford Drive.

6. Authorized the installation of a pedestrian crossover on Vradenberg Drive at a point 125 metres west of Lowcrest Boulevard.

This staff report is about a matter that Community Council has delegated authority to make a final decision.

Transportation staff have reviewed the need for traffic calming on Vradenberg Drive, between Lowcrest Boulevard and Wishing Well Drive and on Lowcrest Boulevard, between Warden Avenue and Cloverleaf Gate. The request is as a result of the Councillor and residents' concerns regarding the speed of vehicles. Our assessment indicates the criteria as set out in the Traffic Calming Policy has not been satisfied on either street. Therefore, traffic calming should not be installed on Vradenberg Drive or Lowcrest Boulevard.

Transportation staff have also reviewed the feasibility of prohibiting U-turns on Vradenberg Drive, between Lowcrest Boulevard and Ashglen Court and determined that installation of a U-turn prohibition will reduce conflicts between all users and improve safety along this section of Vradenberg Drive in the vicinity of Vradenberg Junior Public School.

In its meeting on May 22, 2019, Scarborough Community Council deferred consideration of item No: SC6.9 Traffic Calming (Speed Humps) and U-Turn Prohibition Review - Vradenberg Drive and Lowcrest Boulevard to the June 25th meeting of Scarborough Community Council and staff were asked to consider additional items to review on Vradenberg Drive and Lowcrest Boulevard area including reduced speed limits, all way stop control, pedestrian crossing protection and traffic regulations.

Transportation staff have determined that, the warrant criteria for a 30 km/h speed limit is satisfied for the section of Vradenbeg Drive, between Lowcrest Boulevard and Wishing Well Drive, and is not satisfied for the section of Lowcrest Boulevard, between Warden Avenue and Cloverleaf Gate/Arkona Drive.

Staff reviewed the feasibility of installing all-way stop control at the intersection of Vradenberg Drive and Ashglen Court/Castleford Drive, as well as pedestrian crossing protection in front of the walkway connecting Shrewsbury Square leading to the frontage of Vradenberg Junior Public School.   Staff review concluded that installation of all-way stop control or pedestrian crossing protection are not justified.
