Origin

(October 10, 2019) Report from the Acting Director, Traffic Management, Transportation Services

Summary

This staff report is about a matter for which the Community Council has delegated authority from City Council to make a final decision.

As a result of requests from the Councillor, Lynngate Junior Public School and residents' concerns regarding the speeds of vehicles on Cass Avenue, Transportation staff reviewed the need for traffic calming on Cass Avenue, between Warden Avenue and Birchmount Road.  Our assessment indicates the criteria as set out in the Traffic Calming Policy, Warrant 3.2 (Collector Road Traffic Volumes), has not been satisfied. Therefore, traffic calming should not be installed on Cass Avenue.

Transportation staff also reviewed the feasibility of reducing the speed limit from 40 km/h to 30km/h.  The reduction of the speed limit to 30 km/h is not recommended for Cass Avenue, between Warden Avenue and Birchmount Road, as the warrant criteria for speed reduction was not satisfied

Staff recommend prohibiting U-turn movements on Cass Avenue, between Marlbank Road and Amethyst Road, to reduce conflicts between all roadway users and improve safety along this section of Cass Avenue in the vicinity of Lynngate Junior Public School.
