City Council Decision

City Council on November 26 and 27, 2019, adopted the following:

 

1. City Council authorize the permanent closure of the portions of the ten public highways within Rouge National Urban Park, individually identified on Attachment 1 - Appendix A (the "Highways") to the report (October 17, 2019) from the Director, Transportation Planning and Capital Program, Transportation Services.

 

2. City Council enact the By-law substantially in the form of the draft By-law attached as Attachment 2 - Appendix B to the report (October 17, 2019) from the Director, Transportation Planning and Capital Program, Transportation Services.

 

3. City Council enact the By-law substantially in the form of the draft By-law attached as Attachment 2 - Appendix C to the report (October 17, 2019) from the Director, Transportation Planning and Capital Program, Transportation Services.

 

4. City Council enact the by-law substantially in the form of the draft By-law attached as Attachment 2 - Appendix D to the report (October 17, 2019) from the Director, Transportation Planning and Capital Program, Transportation Services.

Summary

In 2014, City Council authorized the City of Toronto (the "City") to enter into a Memorandum of Agreement ("MOA") providing for the transfer of certain City-owned lands, including portions of ten public highways, to Her Majesty the Queen in Right of Canada ("HMQ") as represented by the Minister of the Environment for the purposes of the Parks Canada Agency ("Parks Canada") for inclusion in the Rouge National Urban Park ("RNUP"). Transportation Services recommends that the said portions of the ten public highways be permanently closed.
