July 16, 2019 at 10:54 a.m. - Speaker Nunziata advised Council of the following:

Members, I will now review the Order Paper.

The Mayor has designated Item EX7.1, headed "Implementing Tenants First - A New Seniors Housing Corporation and Proposed Changes to Toronto Community Housing Corporation's Governance" and Item IE6.8, headed "Vision Zero 2.0 – Road Safety Plan Update" as his Key Matters for this meeting. 

These will be our first and second items of business today.

Notices of Motions are scheduled to be dealt with at 2 p.m. tomorrow only if the Mayor's Key Matters are completed.

I propose that City Council set a time for a closed session, if required, later in the meeting. 

The City Clerk has noted the Items that Members wish to hold. 

I will now go through the Items listed on the Order Paper to take additional holds.  I will recognize requests to make matters urgent and time specific after I go through the Items for additional holds.

Once the Order Paper has been approved by Council, any change will need a two-thirds vote. 

That City Council consider Item EX7.10 headed "Toronto Hydro Corporation-Annual General Meeting and 2018 Audited Financial Statements" as first Item after Member Motions on Wednesday, July 17, 2019.

That City Council consider Item AU3.14 headed "Opening Doors to Stable Housing: An Effective Waiting List and Reduced Vacancy Rates Will Help More People Access Housing" as the first Item on Wednesday, July 17, 2019.

That City Council consider Item EY7.12 headed "Application to Remove a Private Tree - 22 Boxwood Road" together with Item NY7.36 headed "Application to Remove a City-owned Tree and a Private Tree - 77 Citation Drive" and that the Items be considered immediately after Item EX7.10 on Wednesday, July 17, 2019.

That City Council consider Item CC9.2 headed "Ombudsman Toronto Enquiry Report: Review of the Toronto Transit Commission's Investigation of a February 18, 2018 Incident Involving Transit Fare Inspectors" as the second Item after Member Motions on Wednesday, July 17, 2019, and that the Toronto Transit Commission and the Toronto Police Service be present.

That City Council consider Item IE6.13 headed "GO Expansion Program - Steeles Avenue East Grade Separation and Temporary Diversion Road" as the last Item on the agenda.

That City Council consider Item IE6.12 headed "Cycling Network Plan Update" immediately after the Mayor's Key Matters.

That:

1. City Council consider Item CC9.28 headed "6020 and 6030 Bathurst Street - Zoning By-law Amendment Application" and Item CC9.29 headed "6040 Bathurst Street and 5 Fisherville Road - Zoning By-law Amendment Application" immediately after Item AU3.14 on Wednesday, July 17, 2019.

2. City Council consider Item CC9.16 headed "Murray Road Regeneration and Land Use Study - City Initiated Official Plan Amendment and City Initiated Zoning By-law Amendments - Local Planning Appeal Tribunal - Request for Direction" immediately after Items CC9.28 and CC9.29 on Wednesday, July 17, 2019.

July 16, 2019 at 11:03 a.m. - That City Council adopt the July 16, 2019, Order Paper, as amended, and all other Items not held on consent.

July 17, 2019 at 10:01 a.m. - Speaker Nunziata advised Council of the following:

Members of Council we will now review and confirm the Order Paper. There are 122 Items left on the agenda, including 53 Member Motions.

Yesterday, Council set times for a number of items. I will summarize the items and seek Council's guidance on how it wishes to proceed this morning.

Council previously scheduled Items IE6.11 on the Cycling Network Plan Update and Item IE6.12 on Cycling Network Plan: 2019 Cycling Infrastructure Installation to be considered together as the first Items after the Mayor's Key Matters.  As the Mayor's Key Matters were only completed before the recess last night, Council has not started these items.

Council has also scheduled the following items for this morning:

That will be followed by Item CC9.2, the Ombudsman Toronto Enquiry Report on Review of the Toronto Transit Commission's Investigation of a February 18, 2018 Incident Involving Transit Fare Inspectors.

Members, is it the wish of Council to consider the cycling items first this morning followed by the other timed items?

Council concurred in the Speaker's proposal.

July 18, 2019 at 9:45 a.m. - Speaker Nunziata advised Council of the following:

Members of Council we will now review and confirm the Order Paper. There are 51 Items left on the agenda, including 15 Member Motions.

To move the agenda along, I propose that Council consider items in the following order today:

The three variance items, EX7.14, EX7.15 and EX7.18 to be considered together

MM9.36 on expanding housing options in Toronto

EC6.4 on Children's services 2019 federal and provincial budgets

GL6.31 on vehicles for hire as the first item after lunch.

CC9.14 on Lake Shore Boulevard West and Parklawn Road.

That City Council consider Item EX7.2 headed "Protecting the Viability of Street Festivals - Response to Item MM5.17" as the third Item after the lunch recess.

That in accordance with Section 27-7.10 of Council Procedures, City Council remove Item SC7.7, headed "2787 and 2791 Eglinton Avenue East - Zoning Amendment Application - Status Report” from the Scarborough Community Council and bring the Item forward to City Council for consideration.

July18, 2019 at 10:05 a.m. - That City Council adopt the July 18, 2019, Order Paper as amended.

Councillor Pasternak, rising on a Point of Order, asked if the Speaker would agree to combine Items IE6.11 headed "Cycling Network Plan Update" and IE6.12 headed "Cycling Network Plan: 2019 Cycling Infrastructure Installation" so that they may be considered together.

Councillor Perks, rising on a Point of Order, stated that the provision that allows Members to make Items time-specific is that there is some urgent aspect to them, and that he fails to see how asking for something to go at the end is necessary when it's urgent, and asked that the motion by Councillor Karygiannis be ruled out of order.

Councillor Perks, rising on a Point of Order, stated that he wished to speak to Speaker's proposal to consider Items EX7.14, EX7.15 and EX7.18 together, and asked if the Speaker would move it as a motion.
