a - Review Order Paper

June 18, 2019 at 10:26 a.m. - Speaker Nunziata advised Council of the following:

 

Members, I will now review the Order Paper.

 

The Mayor has designated Item EX6.4, headed "Federal Disaster Mitigation and Adaptation Fund - Update" and Item EX6.5, headed "Status Update - Toronto-Ontario Transit Responsibilities Realignment Review" as his Key Matters for this meeting. 

 

These will be our first and second items of business today.

 

Notices of Motions are scheduled to be dealt with at 2 p.m. tomorrow only if the Mayor's Key Matters are completed.

 

I propose that City Council set a time for a closed session, if required, later in the meeting.

 

Members, before I review Member holds, I wish to make a ruling on Item TE6.61, regarding Road Safety at the intersection of Fleet Street, Bathurst Street and Lake Shore Boulevard West.

 

This Item has been submitted to Council without recommendation, pending a report from the General Manager, Transportation Services.

         

This matter relates to a permanent road closure.  A permanent road closure requires notice to the public and the opportunity to be heard at committee.  No notice was provided on this Item.  As a result, I am ruling Item TE6.61 out of order.  The Item will be resubmitted to the Toronto and East York Community Council for its June 25th meeting so that notice can be given. The General Manager, Transportation Services will report to the Toronto and East York Community Council on the matter.

 

The City Clerk has noted the Items that Members wish to hold.

 

I will now go through the Items listed on the Order Paper to take additional holds.  I will recognize requests to make matters urgent and time specific after I go through the Items for additional holds. 

 

Once the Order Paper has been approved by Council, any change will need a two-thirds vote.

That City Council consider Item EX6.3 headed "Schedule 9, Changes to the Labour Relations Act, 1995 - Restoring Ontario's Competitiveness Act, 2019" as first Item after Member Motions on Wednesday, June 19, 2019.


2 - Motion to Amend the Order Paper moved by Councillor Brad Bradford (Carried)

That City Council consider Item EX6.9 headed "1627 and 1675 Danforth Avenue - Danforth Garage Master Plan - Final Report" as the first Item on Wednesday, June 19, 2019.


Motion to Remove from Committee moved by Councillor Josh Matlow (Carried)

That in accordance with Section 27-7.10 of Council Procedures, City Council remove Item TE7.27, headed "Inclusion on the Heritage Register and Intention to Designate under Part IV, Section 29 of the Ontario Heritage Act - 206 Russell Hill Road” from the Toronto and East York Community Council and bring the Item forward to City Council for consideration.

b - Review Order Paper

June 19, 2019 at 9:38 a.m. - Speaker Nunziata advised Council of the following:

 

Members of Council we will now review and confirm the Order Paper. There are 69 Items left on the agenda, including 50 Member Motions.

 

Yesterday, Council decided to consider Item EX6.9 on 1627 and 1675 Danforth Avenue, Danforth Garage Master Plan Final Report, as the first item of business this morning. 

         

City Council will consider Member Motions at 2:00 p.m.

 

Our first Item after Member Motions will be Item EX6.3 on Schedule 9, Changes to the Labour Relations Act, 1995, Restoring Ontario's Competitiveness Act, 2019. 

 

I anticipate that Council will meet in closed session on that Item.

Point of Order by Councillor Stephen Holyday

Councillor Holyday, rising on a Point of Order, stated that, for Item EX6.7, he may wish to vote on each of the recommendations separately to ensure that his votes are consistent with his previous votes on the issue.


Point of Privilege by Councillor Michael Thompson

Councillor Thompson, rising on a Point of Privilege, stated that he would be attending his daughter's graduation event the afternoon of June 19th and hoped that the vote on Item EX6.3 could be held down until his return.

Ruling by Speaker Frances Nunziata
Speaker Nunziata accepted the Point of Privilege and ruled that she would take note of Councillor Thompson's request.
