May 14, 2019 at 10:05 a.m. - Speaker Nunziata advised Council of the following:
Members, I will now review the Order Paper.
The Mayor has designated Item MM7.13, headed "Impact of 2019 Provincial Budget on the City of Toronto" and Item EX5.1, headed "Ontario Place/Exhibition Place Revitalization" as his Key Matters for this meeting. We will review the necessary procedural steps on the Mayor's first Key Matter when we get to the Item.
These will be our first and second items of business today.
Members, there are a number of Items related to the Mayor's two Key Matters that I propose be considered together, with the Mayor's consent:
Item HL6.1, headed "2019-2020 Ontario Budget Announcement for Toronto Public Health - Update" with the Mayor's first Key Matter, MM7.13, and Items TE5.26 and TE5.27 regarding Exhibition Place and Ontario Place with the Mayor's second Key Matter, Item EX5.1.
The Mayor consents to the joining of these Items.
Members, I also propose that two other related Items on the agenda be considered together:
AU2.2 on Fleet Services Operational Review - Phase One: Lengthy Downtime Requires Immediate Attention with Item AU2.3 on Fleet Services Operational Review, Phase One: Stronger Corporate Oversight Needed for Underutilized Vehicles.
Notices of Motions are scheduled to be dealt with at 2:00 p.m. tomorrow only if the Mayor's Key Matters are completed.
I propose that City Council set a time for a closed session, if required, later in the meeting.
The City Clerk has noted the Items that Members wish to hold.
I will now go through the Items listed on the Order Paper to take additional holds. I will recognize requests to make matters urgent and time specific after I go through the Items for additional holds.
Once the Order Paper has been approved by Council, any change will need a two-thirds vote.
That City Council consider Item CC7.3 headed "Proposed Bill 108 (More Homes, More Choice Act, 2019) and the Proposed Housing Supply Action Plan - Preliminary City Comments" as the first item on Wednesday, May 15, 2019.
That City Council consider Item CC7.1 headed "Ombudsman Toronto 2018 Annual Report" as first Item after Member Motions on Wednesday, May 15, 2019.

Members of Council we will now review and confirm the Order Paper. There are 26 Items left on the agenda.
Yesterday, Council decided to consider Item CC7.3 on Proposed Bill 108 (More Homes, More Choice Act, 2019) and the Housing Supply Action Plan Preliminary City Comments as the first item of business this morning.
City Council will consider Member Motions at 2:00 p.m.
Our first Item after Member Motions will be Item CC7.1, the Toronto Ombudsman's 2018 Annual Report.
That Item will be followed by Item CC7.12 on Carillion Canada Inc. versus the City of Toronto, Proposed Settlement of Outstanding Claims, Union Station Revitalization Project.
I anticipate that Council will meet in closed session on that Item.
Members, if we complete Item CC7.3 before the recess, I propose that Council revisit the Order Paper at that time.
