a - Review Order Paper

April 16, 2019 at 9:56 a.m. - Speaker Nunziata advised Council of the following:

 

Members, I will now review the Order Paper.

 

The Mayor has designated Item EX4.2, headed "The Future of King Street - Results of the Transit Pilot" and Item EX4.1, headed "Toronto's Transit Expansion Program - Update and Next Steps" as his Key Matters for this meeting.

 

These will be our first and second items of business today.

         

Members, a report is due from the City Manager on the Mayor's second Key Matter, EX4.1.  If Council reaches that item before the report has been provided to Council, I will ask the Mayor if he consents to standing his second Key Matter down until the report has been provided to Members.

 

Notices of Motions are scheduled to be dealt with at 2 p.m. tomorrow only if the Mayor's Key Matters are completed.

 

I propose that City Council set a time for a closed session, if required, later in the meeting.

 

The City Clerk has noted the Items that Members wish to hold.

 

I will now go through the Items listed on the Order Paper to take additional holds.  I will recognize requests to make matters urgent and time specific after I go through the Items for additional holds. 

 

Once the Order Paper has been approved by Council, any change will need a two-thirds vote.


1 - Motion to Amend the Order Paper moved by Councillor Josh Matlow (Out of Order)

That City Council consider Item EX4.1 headed "Toronto's Transit Expansion Program - Update and Next Steps" as the first item on Wednesday, April 17, 2019.

Ruling by Speaker Frances Nunziata
Speaker Nunziata ruled motion 1 by Councillor Matlow out of order as Item EX4.1 is a Mayor's Key Matter, and a Member cannot move a motion to reorder the Mayor's Key Matter. Speaker Nunziata advised Council that she would speak to the Mayor.


2 - Motion to Amend the Order Paper moved by Councillor John Filion (Carried)

That City Council consider Item CC6.3 headed "Annual Report of the Office of the Lobbyist Registrar" as first Item after Member Motions on Wednesday, April 17, 2019.


3 - Motion to Amend the Order Paper moved by Deputy Mayor Denzil Minnan-Wong (Carried)

That City Council consider Item PH4.1 headed "Don Mills Crossing - Final Report" as the first item on Wednesday, April 17, 2019.

b - Review Order Paper

April 17, 2019 at 9:54 a.m. - Speaker Nunziata advised Council of the following:

 

Members of Council we will now review and confirm the Order Paper. There are 33 Items left on the agenda.

 

Council has started but not completed the Mayor's second Key Matter, Item EX4.1 on Toronto's Transit Expansion Program - Update and Next Steps. We will continue that debate as our first item of business today. 

 

Yesterday, Council decided to consider Item PH4.1, the Final Report on Don Mills Crossing as the first item this morning.  I propose that Council consider that Item after the Mayor's Key Matter.

 

City Council will consider Member Motions at 2:00 p.m. if the Mayor's Key Matter is completed.

 

Our first Item after Member Motions will be Item CC6.3, the Lobbyist Registrar's 2018 Annual Report.

Motion to Adopt Order Paper (Carried)

April 17, 2019 at 9:57 a.m. - That City Council adopt the April 17, 2019, Order Paper.


Point of Order by Councillor Josh Matlow

Councillor Matlow, rising on a Point of Order, stated that, with respect to the timing of the Mayor's second Key Matter, Item EX4.1 headed "Toronto's Transit Expansion Program – Update and Next Steps", Members of Council should have ample opportunity to review the forthcoming City Manager's report before voting on the Item, and proposed that the Speaker consider timing the Item for tomorrow.

Speaker Nunziata accepted the Point of Order and ruled that as Item EX4.1 is a Mayor's Key Matter, its timing is a decision of the Mayor.


Point of Privilege by Councillor Josh Matlow

Councillor Matlow, rising on a Point of Privilege, stated that if no consideration is given to rescheduling Item EX4.1, City Council would not have the opportunity to review the information in a thoughtful and appropriate way before voting on it.
