Review Order Paper

March 7, 2018 at 9:51 a.m. - Speaker Nunziata advised Council of the following:

 

We will now review and confirm the Order Paper.   Once the Order Paper has been approved by Council, any change will need a two‑thirds vote.

 

The Mayor has identified Item EX2.1 on the 2019 Property Tax Rates and Related Matters as his first Key Matter.  Item EX2.5 on the 2019 Capital and Operating Budgets is the Mayor's second Key matter.   These will be our first items of business today.

         

We are scheduled to meet until 6 p.m. tonight.  We will take a scheduled recess between 12:30 and 2:00 p.m. Council will reconvene tomorrow at 9:30 a.m. if necessary.

 

The City Manager and the Chief Financial Officer and Treasurer are prepared to give a presentation on the 2019 Budgets.  

 

Members will have an opportunity to ask questions on each of the Executive Committee Items when the Items come up for debate.  There will be no separate round of questions on the staff presentation.

         

Members, we have six items before us. Items 1 to 5 will be debated but does anyone wish to hold Item 6?

Point of Order by Councillor Gord Perks

Councillor Perks, rising on a Point of Order, stated that he wished to request the Mayor's consent to consider the Mayor's two key matters - Items EX2.1 and EX2.5 together.

Ruling by Speaker Frances Nunziata
Speaker Nunziata accepted the Point of Order and asked the Mayor whether he would consent to consider Items EX2.1 and EX2.5 together. The Mayor did not consent, and stated that Council would deal with the Items separately, in the order listed on the Order Paper.
