January 30, 2019 at 10:09 a.m. - Speaker Nunziata advised Council of the following:
Members, I will now review the Order Paper.
We have 1 deferred item on this agenda:
New Business Item CC2.1 on 50 to 52 Finch Avenue East - Official Plan Amendment, Zoning By-law Amendment, and Site Plan Applications - Request for Direction Regarding a Local Planning Appeal Tribunal Hearing.
The Mayor has designated the following Items as his Key Matters for this meeting:
The first Key Matter will be Item EX1.1 headed "Implementing the 'Housing Now' Initiative".
The Mayor's second Key Matter is Item IE1.5, headed "Richmond Street and Adelaide Street Cycle Tracks".
These will be our first and second Items of business today.
I also propose that the following Items be considered together:
PH1.2 on Declaring Toronto’s Homelessness and Housing Crisis a State of Emergency with Member Motion 2.9 on Expanding Supportive Housing in Toronto. Council will need to waive referral on the Member Motion first.
Item CC2.5 with Item CC2.6. Both Items relate to 10 St. Mary Street, 81 to 85 St. Nicholas Street and 710 to 718 Yonge Street - Local Planning Appeal Tribunal Appeal - Request for Direction.
Notices of Motions are scheduled to be dealt with at 2 p.m. tomorrow only if the Mayor's Key Matters have been completed.
I propose that City Council set a time for a closed session, if required, later in the meeting.
The City Clerk has noted the Items that Members wish to hold.
I will now go through the Items listed on the Order Paper to take additional holds. I will recognize requests to make matters urgent and time specific after I go through the Items for additional holds.
Once the Order Paper has been approved by Council, any change will need a two-thirds vote.
That City Council consider Items PH1.2 headed "Declaring Toronto’s Homelessness and Housing Crisis a State of Emergency" and MM2.9 "Expanding Supportive Housing in Toronto" immediately following the Mayor's Second Key Matter, Item IE1.5, headed "Richmond Street and Adelaide Street Cycle
Tracks".
That motion 1 by Councillor Bailao be amended by combining consideration of the two timed items with the Mayor's first Key Matter, Item EX1.1, headed 'Implementing the "Housing Now" Initiative".
Mayor Tory advised Council that he did not consent.
Motion 2 by Councillor Perks was deemed redundant.
Councillor Perks, rising on a Point of Order, stated that he wished to understand if the intent of Councillor Bailão's motion was to consider Items PH1.2 and MM2.9 after both Mayor's Key Matters were completed and whether the motion was debatable.
Councillor Colle, rising on a Point of Order, stated that he wished to know when he could propose a time for consideration of Member Motion MM2.17.
