a - Review Order Paper

October 2, 2019 at 10:11 a.m. - Speaker Nunziata advised Council of the following:

 

Members, I will now review the Order Paper.

 

The Mayor has designated Item MM10.3, headed "Declaring a Climate Emergency and Accelerating Toronto's Climate Action Plan" as his first Key Matter for this meeting.  This will be the first item of business today.  I will deal with the procedural requirements to bring the Motion forward when we get to the item.

 

The Mayor's Second Key Matter is Item EX8.20, headed "Additional Funding to Support Toronto Police Service's Immediate Response to Increased Levels of Gun Violence and to Keep Communities Safe".  That will be the second item of business today.

 

Members, there are two items on the agenda, Item EX8.26, headed "Investing in Community Based Anti-violence Programs" and Member Motion MM10.2, headed "Addressing the Root Causes of Violence - TO Wards Peace" that I propose be considered with the Mayor’s second Key Matter, Item EX8.20.

  

Mayor Tory, do you consent to the joining of these two items with your second Key Matter?    

 

The Mayor having consented, those two items will be considered together with the Mayor’s second key matter.

 

Notices of Motions are scheduled to be dealt with at 2:00 p.m. tomorrow only if the Mayor's Key Matters are completed.

 

I propose that City Council set a time for a closed session, if required, later in the meeting.

  

The City Clerk has noted the Items that Members wish to hold.

 

I will now go through the Items listed on the Order Paper to take additional holds.  I will recognize requests to make matters urgent and time specific after I go through the Items for additional holds. 

 

Once the Order Paper has been approved by Council, any change will need a two-thirds vote.


1 - Motion to Amend the Order Paper moved by Councillor Michael Thompson (Carried)

That City Council consider Item EX8.9 headed "Helping Residents Impacted by the Elimination of Transition Child Benefit" as first Item after Member Motions on Thursday, October 3, 2019.


2 - Motion to Amend the Order Paper moved by Councillor Paula Fletcher (Carried)

That City Council consider Item TE8.12 headed "City-Initiated Zoning By-law Amendment - McCleary-Media City-Turning Basin - Port Lands (185 - 450 Commissioners Street (north); 101 - 495 Commissioners Street (south); 625 - 811 Lake Shore Boulevard East (south); 17 - 75 Basin Street; 185 Villiers Street; 115 Saulter Street; 120 Bouchette Street) (Ward 14 - Statutory: Planning Act, RSO 1990)" and Item TE8.13 headed "Port Lands Zoning Review Study - Final Report  (Ward 14 - Statutory: Planning Act, RSO 1990)" immediately after the Mayor's Key Matters.

That City Council consider Item PH8.1 headed "Review of Electrical Systems at Toronto Community Housing: Update on Maintenance and Upgrade Processes for Electrical Services" as the first Item on Thursday, October 3, 2019.


4 - Motion to Remove from Committee moved by Councillor Josh Matlow (Lost)

That in accordance with Section 27-7.10 of Council Procedures, City Council remove Item PH8.5, headed "Feasibility of Implementing a Support Centre for Committee of Adjustment and Toronto Local Appeal Body Matters” from the Planning and Housing Committee and bring the Item forward to City Council for consideration.

b - Review Order Paper

October 3, 2019 at 9:42 a.m. - Speaker Nunziata advised Council of the following:

 

Members of Council we will now review and confirm the Order Paper. There are 49 Items left on the agenda, including 29 Member Motions.

 

Yesterday, Council decided to consider Item PH8.1 on the Review of Electrical Systems at Toronto Community Housing: Update on Maintenance and Upgrade Processes for Electrical Services as the first item of business this morning.  Council also timed Item EX8.9 on the Elimination of the Transition Child Benefit as the first Item after Member Motions this afternoon.  However, in light of the Mayor's announcement this morning, I understand that the Chair of Economic and Community Development will be placing a motion to receive that item for information.

 

City Council will consider Member Motions at 2:00 p.m.

Ruling by Speaker Frances Nunziata
Speaker Nunziata ruled that Council is debating Councillor Matlow's motion to take an Item from the Planning and Housing Committee and bring it forward to Council, and that Members should be debating that motion, not details of the Item or their Wards. The Speaker further ruled that if this motion passes, then Council can debate those matters.
