Committee Recommendations
The Planning and Housing Committee recommends that:
1. City Council receive the 2018 Annual Report from the Chair of the Toronto Local Appeal Body, contained in Attachment 1 to the report (April 9, 2019) from the Director of Court Services, for information.
Decision Advice and Other Information
The Planning and Housing Committee:
1. Directed the Chief Planner and Executive Director, City Planning to report back to the Planning and Housing Committee in the third quarter of 2019 on the feasibility of hosting regular information sessions on Committee of Adjustment and Toronto Local Appeal Body practices and procedures, as specified in the Toronto Local Appeal Body Chair's 2018 Annual Report.
2. Directed the Director, Court Services in collaboration with the Chief Planner and Executive Director, City Planning to report back to the Planning and Housing Committee in the third quarter of 2019 on the feasibility of creating a support centre to replace the functionality of the Local Planning Appeal Support Centre for residents of the City of Toronto for Committee of Adjustment and Toronto Local Appeal Body matters, as specified in the Toronto Local Appeal Body Chair's 2018 Annual Report.
3. Directed the Chief Planner and Executive Director, City Planning to consider the Toronto Local Appeal Body Chair's 2018 Annual Report, Attachment 1 to the report (April 9, 2019) from the Director, Court Services, as part of the Council requested report on the ongoing review of the Committee of Adjustment in Item PH4.5.
Origin
Summary
Enacted on May 3rd, 2017, the Toronto Local Appeal Body (TLAB) is an independent quasi-judicial tribunal established through the City of Toronto Municipal Code Chapter 142, City of Toronto Act and other provincial legislation. The Tribunal provides a public forum for the adjudication of land-use disputes related to applications under Sections 45 and 53 of the Planning Act.
The TLAB is composed of 10 members including the Chair, Vice Chair and 8 Panel Members who are nominated by an impartial citizen-member nominating panel with recommendations for appointments submitted to City Council. City Council appoints Members of the TLAB for a four-year term of office.
