Board Decision
The Board of Directors of the Toronto Parking Authority:
1. Granted authority to award the contract for pavement marking on outdoor surface parking lots (2019-2022) to Diamond Line Painting, having submitted the lowest bid and meeting all specifications in conformance with the Request for Quotation requirements, for a term of two years, plus one optional two-year extension at the sole option of the Toronto Parking Authority, in the estimated amount (four years) of $338,253.50 plus $51,000 as a contingency and repair allowance, being the sum total amount of $389,253.50, plus annual inflation adjustment for the option years based on the Consumer Price Index in accordance with the contract provisions and net of all taxes and charges.
2. Authorized the Acting President, Toronto Parking Authority, to recover from the Toronto Transit Commission the estimated total amount of $45,849 for the years 2019 and 2021 and $43,537 for the years 2020 and 2022, or such other actual costs incurred which may include contingency and repair allowance, plus annual inflation adjustment for the option years based on the Consumer Price Index in accordance with the contract provisions and net of all taxes and charges, for pavement marking carried out under the contract on the Toronto Transit Commission's commuter parking lots.

Description:
The non-exclusive supply and delivery of pavement marking services for TPA's outdoor surface parking lots from the date of award for a term of two years, plus one optional two-year extension as required by the TPA. Should the option be exercised, then the Director of Operations will request the Vice President of Operations to process the renewals under the same terms and conditions.
TPA's Finance and Operations groups developed the scope of work and documents for the RFQ call to include all technical requirements, material, and labour to provide pavement marking, including lines and painted symbols for all TPA and TTC outdoor lots.
The Tender consists of Sub-Schedule 1 covering the years 2019 and optional 2021 and Sub-Schedule 2 for years 2020 and optional 2022.
a. Sub-Schedule 1 includes 12,972 parking spaces. The car parks have been divided into eight groups. The eighth group is for TTC parking lots;
b. Sub-Schedule 2 includes 11,765 parking spaces. The car parks have been divided into nine groups. The eighth and ninth groups (TTC Part A and Part B) are for TTC parking lots; and
c. The intent is to have all of the pavement marking work completed as soon as the weather and local conditions permit to maximize the benefit of pavement marking.
The call documents were posted publicly on the MERX public tendering network on January 14, 2019. One subsequent Addendum was issued and the call closed on February 13, 2019. Three bids were received and considered.
