The Board of Directors of the Toronto Parking Authority:

1.  Authorized the purchase of new equipment to support the 2019 planned phased expansion of the Bike Share Toronto system, subject to City Council's approval of the 2019 Toronto Parking Authority Capital Budget request, including supply, delivery, and installation, comprising new bicycles, new stations, docks, and ancillary elements from PBSC Urban Solutions Inc., pursuant to the terms and conditions of the Equipment Supply Agreement dated March 22, 2016 between the Toronto Parking Authority and PBSC Urban Solutions Inc. in the amount of $7,500,000, excluding Harmonized Sales Tax.

This report seeks approval from the Toronto Parking Authority (TPA) Board for a $7,500,000 purchase of new equipment, including supply, delivery, and installation, of approximately 1,250 new bicycles, 105 new stations, 2,292 docks, and ancillary elements from PBSC Urban Solutions Inc. (PBSC), pursuant to the terms and conditions of an established Equipment Supply Agreement between TPA and PBSC. Bike Share Toronto has been allocated capital funding of $6,000,000 by the provincial government's Ontario Municipal Commuter Cycling Program (OMCC), which requires 20 percent matching funds by the municipality of $1,500,000. The municipal contribution is available through eligible Section 37 and Section 45 Planning Act Reserve Funds and is contained in the TPA 2019 Capital Budget request.

This opportunity enables the ongoing phased expansion plans for the Bike Share system to reach a network size of 6,000 bikes over a five-year period. The 2019 capital funding will facilitate the extension of the network of stations beyond the existing service area, generally north/west of High Park; east along Dundas Street and Gerrard Street East and Kingston Road and north of Yonge Street and Eglinton Avenue.
