The Board of Directors of the Toronto Parking Authority:

1.  Approved 2019 Toronto Parking Authority annual parking passes for long-serving Toronto Parking Authority employees with over 20 years of service listed in Attachment 1 to the report (January 24, 2019) from the Acting President, Toronto Parking Authority (84 pass cards).

2.  Approved 2019 Toronto Parking Authority annual parking passes for Members of Council listed in Attachment 1 to the report (January 24, 2019) from the Acting President, Toronto Parking Authority (23 pass cards).

3.  Approved 2019 Toronto Parking Authority annual parking passes for active members of the Board of Directors of the Toronto Parking Authority (5 pass cards, upon reinstatement of the Board of Directors of the Toronto Parking Authority).

4.  Approved the following amendments to Toronto Parking Authority Policy Resolution 3-4, Issuing of Life Time and Annual Toronto Parking Authority Parking Passes, as outlined in Attachment 2 to the report (January 24, 2019) from the Acting President, Toronto Parking Authority, which will have the effect of eliminating the issuance of parking passes to City officials, members of the Board of Directors of the Toronto Parking Authority post-2014 upon completion of their service, and long-standing employees who leave the Toronto Parking Authority prior to retirement:

Section 1, Life Time Parking Passes:

- Delete the word “irrevocably” in the preamble so the sentence now reads: “Life time passes are issued to individuals who meet one of the following criteria:”;

 
- Delete the wording in item 1a) as follows: “or leaving the Toronto Parking Authority in good standing” so this item now reads: “Upon retirement and having worked for the Toronto Parking Authority and the Parking Authority of Toronto; or the Parking Authority of North York; or any employee who transferred from the City of Toronto to the Toronto Parking Authority at the time of amalgamation in 1998; for a combined total years of service equalling twenty (20) full years."; and

 
- Delete item 1b) in its entirety: “To any Board Members, upon leaving the Board in good standing.”
 

Section 2, Annual Passes:

- Delete item 2d) in its entirety: "City of Toronto management employees who are listed on page three (3) of the attached list."

5.  Directed Toronto Parking Authority staff to enact the amended policy as approved, including any amendments to Attachment 2 to the report (January 24, 2019) from the Acting President, Toronto Parking Authority, as may be required, on a go-forward basis.

6.  Directed the President, Toronto Parking Authority, to include the cost of Toronto Parking Authority annual parking pass usage for Members of Council as part of the annual report from the Chief Financial Officer and Treasurer and the City Clerk on Remuneration and Expenses of Members of Council and of Council Appointees to Agencies, Corporations and Other Bodies.

As directed by the Toronto Parking Authority (TPA) Board, staff have conducted a review of parking passes issued to former and current Board members, City Councillors, and TPA retirees under the long-standing TPA policy. This review included an assessment of pass holder utilization and the rationale of issuing passes to these groups. A survey was also conducted across a spectrum of public sector transportation-focussed agencies to understand generally the practice of issuing passes to retirees.

Based on staff's review, the following is noted:

- The intent of providing a lifetime pass to retirees is to honour and reward their long-time commitment to the TPA. TPA policy provides lifetime passes upon retirement to those with a minimum of 20 years of service. The practice of providing lifetime passes is not inconsistent with other transit organizations.
 

- City Councillors utilize TPA parking passes as part of their business travel. Discontinuing the issuance of parking passes to Councillors will not reduce overall costs to the City, as these costs are likely to be incurred as business travel expenses during the course of the Councillors' duties and would otherwise be recovered through their budgets.
 

- A very limited number of passes are issued to other Agency and City of Toronto staff for business travel purposes.
 

- Staff propose amendments to the TPA Policy Resolution 3-4.
