City Council Decision
City Council on June 18 and 19, 2019, adopted the following:
1. City Council amend the Official Plan for the City of Toronto, for the lands at 111 Wenderly Drive and 746 and 748 Marlee Avenue substantially in accordance with the draft Official Plan Amendment attached as Attachment 4 to the report (May 9, 2019) from the Director, Community Planning, North York District.
2. City Council amend Zoning By-law 7625 for the former City of North York, for the lands at 111 Wenderly Drive and 746 and 748 Marlee Avenue substantially in accordance with the draft Zoning By-law Amendment attached as Attachment 7 to the report (May 9, 2019) from the Director, Community Planning, North York District.
3. City Council amend City of Toronto Zoning By-law 569-2013 for the lands at 111 Wenderly Drive and 746 and 748 Marlee Avenue substantially in accordance with the draft Zoning By-law Amendment attached as Attachment 8 to the report (May 9, 2019) from the Director, Community Planning, North York District.
4. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Official Plan and Zoning By-law Amendments as may be required.

Community Council Recommendations
North York Community Council recommends that:
1. North York Community Council held a statutory public meeting on May 22, 2019 and notice was given in accordance with the Planning Act.
At its meeting on May 22, 2019, the North York Community Council also considered the report (May 17, 2019) from the Director, Community Planning, North York District, which confirms the proposal does conform with the "A Place to Grow" Plan, 2019.
Origin
Summary
This application proposes to amend the Official Plan and the former City of North York Zoning By- law 7625 and the City of Toronto Zoning By law 569-2013 at 111 Wenderly Drive, 746 and 748 Marlee Avenue to permit ten, 4-storey townhouse units (excluding the enclosed roof-top staircase access) fronting on Marlee Avenue arranged in two blocks of five units each. The total gross floor area of the proposal is 2,630 square metres which results in a density of 1.47 times the lot area. The proposed height of the buildings to the top of the roof of the staircase access enclosure to the rooftop terrace would be 13.95 metres. Each unit would have two parking spaces located at the rear, one within a rear integral garage and one on the driveway leading to the garage, accessed via a private driveway from Wenderly Drive.
The proposed development is consistent with the Provincial Policy Statement (2014), conforms with the Growth Plan for the Greater Golden Horseshoe (2017), and is in keeping with the intent of the Official Plan, including the Neighbourhoods policies.
The proposal represents a suitable and moderate intensification of the site which is on Marlee Avenue and considered a major street, and presents a built form that is compatible with the surrounding neighbourhood context.
This report reviews and recommends approval of the applications to amend the Official Plan and the Zoning By-law.

Summary
On May 2, 2019, the Province of Ontario released A Place to Grow: Growth Plan for the Greater Golden Horseshoe, 2019 ("A Place to Grow") which amends the Growth Plan for the Greater Golden Horseshoe (2017).
The "A Place to Grow" Plan has come into effect on May 16, 2019 and all planning decisions are required to conform with it, on or after May 16, 2019. Planning staff have reviewed the proposed development with respect to the "A Place to Grow" Plan and can advise that for this proposal, the relevant policies of the "A Place to Grow" Plan carry on the direction of the Growth Plan for the Greater Golden Horseshoe (2017).
Staff confirm that this proposal conforms with the "A Place to Grow" Plan.
