The Nominating Panel – Rooming House Licensing Commissioner and Deputy Commissioner recommends that:
1. City Council appoint the following candidate as the Rooming House Licensing Commissioner for a term of office ending on November 14, 2022, and until a successor is appointed:
Alison Griggs
2. City Council appoint the following candidate as the Rooming House Licensing Deputy Commissioner for a term of office ending on November 14, 2022, and until a successor is appointed:
Keith Cooper
3. City Council direct that Confidential Attachments 1, 2, and 3 to the report (May 31, 2019) from the City Clerk remain confidential in their entirety as they relate to personal matters about identifiable individuals being considered for appointment as the Rooming House Licensing Commissioner and Deputy Commissioner.

Candidates' biographies:
Keith Cooper
Keith Cooper is an experienced arbitrator and mediator. He has a certificate in Conflict Resolution from the University of Toronto, a Law Clerk diploma from Niagara College, and he has completed the SOAR/Osgoode certificate in Adjudication. Keith was a Vice Chair of the Workplace Safety Insurance Appeals Tribunal, a member of the Toronto Licensing Tribunal, and a Discipline Panel Chair for the Ontario Motor Vehicle Industry Council. Presently, Keith manages the CPA Ontario Adjudicative Tribunals. He has served on a number of boards, including the Society of Ontario Adjudicators and Regulators, authored a Conflict Resolution Manual, and co-edited The Manual for Ontario Adjudicators.
Alison Griggs
Alison Griggs has worked in several ministries in the Province of Ontario for over six years in various roles including senior policy advisor and provincial specialist. She is an advocate for healthy, respectful and inclusive workplaces, and has held numerous volunteer roles with the Association of Management and Professional Crown Employees of Ontario. Ms. Griggs has a Bachelor of Arts from the University of Toronto and a Juris Doctor from Osgoode Hall Law School.
