The Nominating Panel – Dangerous Dog Review Tribunal recommends that:
1. City Council appoint the following candidate to the Dangerous Dog Review Tribunal, who will serve as Chair for a term of office ending on November 14, 2022, and until a successor is appointed:
- Rick Ross

- Alisa Chaplick
- Hayley Glaholt
- Tracey Hamilton
- Randy Yuen
3. City Council direct that Confidential Attachments 1, 2, and 3 to the report (March 29, 2019) from the City Clerk remain confidential in their entirety as they relate to personal matters about identifiable individuals being considered for appointment to the Dangerous Dog Review Tribunal.

Candidates' biographies:
Alisa Chaplick
Alisa Chaplick has a range of experience in adjudication and investigations. She has worked as an Investigation Counsel at the Law Society of Ontario, Legal Counsel at the Ontario Realty Corporation and as an Associate at Goldman Sloan Nash & Haber LLP. She also served as a Law Clerk at the Federal Court of Canada. Ms. Chaplick received her LL.B from Osgoode Hall Law School and her LL.M from New York University School of Law.
Hayley Glaholt
Dr. Glaholt is an Accredited Family Mediator and a Certified Ethnic and Religious Conflict Mediator in Toronto. Hayley earned a Ph.D. in Religion, Ethics, and Public Life from Northwestern University in 2014, and a M.Sc. in Animals and Public Policy from Tufts University in 2004. She is an experienced lecturer and educator, and Dr. Glaholt is also the co-founder and Executive Director of Link Coalition Toronto.
Tracey Hamilton
Tracey L. Hamilton is passionate about the City of Toronto and brings more than ten years of experience as a member of adjudicative boards and committees in Toronto. Tracey served as Chair of the Sign Variance Committee from February 2012 to November 2018. She is currently In-House Counsel for SSQ Insurance. She was previously a Partner at a personal injury firm in downtown Toronto.
Rick Ross
Rick Ross is a Professional Engineer with an MBA from York University and an M.Sc. from the University of Toronto. After retiring from a Fortune 100 company where he designed and executed marketing programs his volunteer work has included many community groups as well as mentoring youth. His current volunteering includes Junior Achievement and the Toronto Distress Center. He also served 8 years on Toronto's Committee of Adjustment including 4 years as City-wide Chair.
Randy Yuen
Randy Yuen has been a resident of Toronto for many years and is currently an Investigator with the Ministry of the Attorney General. He has worked for the Ontario Society for the Prevention of Cruelty to Animals, Municipalities, and the Ministry of Labour in investigative and enforcement roles. He has extensive experience conducting complex investigations, and working in roles where integrity, neutrality, professionalism, and objectivity are a must.
