City Council Decision
City Council on February 26, 2019, adopted the following:
1. City Council authorize the General Manager, Transportation Services to negotiate and execute an agreement with Richmond Peter Inc. and/or its consultants and/or its contractors to construct streetscape improvements on the northeast corner of Richmond Street West and Peter Street on terms and conditions satisfactory to the General Manager, Transportation Services and in a form satisfactory to the City Solicitor, including the following:
a. all improvements shall be constructed in accordance with the City's construction standards and with detailed plans approved by the General Manager, Transportation Services;
b. as a party to the agreement, Richmond Peter Inc. and or its consultants and/or its contractors shall comply with all relevant City policies as applicable, including the City's Fair Wage Policy, the Labour Trades Contractual Obligations in the Construction Industry, and the Declaration of Compliance with Anti-Harassment/Discrimination Legislation and City Policy in constructing the streetscape improvements; and
c. the negotiated fees shall be fair and reasonable in the opinion of the General Manager, Transportation Services, based on the work involved to implement the improvements and costs for similar work completed in the past.

Speaker Nunziata advised Council that the provisions of Chapter 27, Council Procedures, require that Motion MM3.8 be referred to the Toronto and East York Community Council. A two-thirds vote of the Council Members present is required to waive referral.
