That Councillor James Pasternak be permitted to add to the agenda of today's meeting an urgent Motion without Notice concerning:
Saving at risk Affordable Housing Units - Tippett Road Regeneration Area
Reason for Urgency:
This Motion is urgent as if these units are subject to the scheduled development charge rate increase on November 1, 2019, these units’ price will increase and the mortgages will not hold.
That City Council refer the item to the Executive Committee.

Councillor Perks, rising on a Point of Order, stated that Council voted to introduce the Item, as urgent business and Council never voted on whether or not to refer the Item. Councillor Perks further stated that when Council voted to introduce the Item they were not given the full motion and he doesn't think the Procedures By-law would have been written in a way that City Council can't deliberate on whether or not an Item needs to be dealt with now or in a month without having seen the Item. Councillor Perks also stated that there is a provision in the Procedures By-law that when one or more of the issues in the By-law are in conflict it is the Speaker's right to decide how to manage that conflict in the rules.
Councillor Perks, rising on a Point of Order, stated that it is true that Council voted to introduce business, but a that a vote to introduce is not a consideration of the question of whether or not to refer the Item.
Councillor Perks, rising on a Point of Order, stated that that is his point, that the Motion was never subject to a vote to waive referral.
Mayor Tory, rising on a Point of Order, stated that perhaps the Speaker or the Clerk could advise Council as to what options it has to have the Motion end up somewhere where it can be deliberated upon.
