City Council Decision
City Council on October 2 and 3, 2019, adopted the following:
1. City Council amend the Bloor Street Transformation Project Agreement to allow the Bloor Street Business Improvement Area to assume ongoing maintenance obligations for the Project and to discontinue annual payments to the City for such maintenance work.

That Councillor Mike Layton be permitted to add to the agenda of today's meeting an urgent Motion without Notice concerning:
Amendment to Bloor Street Transformation Project Agreement with the Bloor Street Business Improvement Area
Reason for Urgency:
This Motion is urgent the Bloor Street Business Improvement Area is under extreme pressure by developers and requires this authority to protect our trees and streetscape from destruction. Monies to fund the new level of responsibilities, outlined in this agreement, must be included in our 2020 budget, which will be circulated in October to the membership for approval. If they do not have the amending agreement in place, then they remain exposed to developer threats to the streetscape and may not having adequate funding in place for new maintenance responsibilities.
