1.  In accordance with Section 195-8.4A of the City of Toronto Municipal Code Chapter 195 (Purchasing By-Law), granted authority to the Chief Engineer and Executive Director, Engineering and Construction Services, to negotiate and execute an agreement with SUEZ Water Technologies and Solutions Canada, being the highest overall scoring vendor meeting the requirements of Request for Proposal Number 9117-18-7202, to provide design, fabrication, supply, supervision of installation and commissioning of Fluidized Bed Incinerators and associated air emissions monitoring and control equipment for the total amount of $40,932,000 net of all applicable taxes and charges ($41,652,403 net of HST recoveries), including disbursements, provisional allowances and contingencies all in accordance with the terms and conditions as set out in the Request for Proposal and any other terms and conditions satisfactory to the Chief Engineer and Executive Director, Engineering and Construction Services and in a form satisfactory to the City Solicitor.

Summary

The purpose of this report is to recommend acceptance of Request for Proposal (RFP) Number 9117-18-7202 for the purchase of equipment for two new Fluidized Bed Incinerators and associated peripherals including emissions monitoring and control equipment and to request authority to enter into an agreement with SUEZ Water Technologies and Solutions Canada in the amount of $40,932,000 net of all applicable taxes and charges ($41,652,403 net of HST recoveries), being the highest overall scoring vendor proponent meeting the proposal requirements.
