Committee Decision
The Board of Health Budget Committee recommends to the Board of Health that:
1. City Council request the Province of Ontario to reverse the cuts to public health funding in Ontario.
2. The confidential information contained in Confidential Attachment 1 to the report (August 29, 2019) from the Medical Officer of Health remain confidential in its entirety, as it relates to personal matters about identifiable individuals, including municipal or local board employees, and labour relations or employee negotiations.
Decision Advice and Other Information
The Board of Health Budget Committee:
1. Requested the Medical Officer of Health to incorporate the following in the 2020 Operating Budget for Toronto Public Health for consideration by the Board of Health at its meeting on September 23, 2019:
a. a request to City Council for an additional $5,448.6 thousand gross and net to offset provincial funding cuts and other funding pressures;
b. a recommended increase to the Student Nutrition Program in the amount of $1,099.5 thousand gross and net; and
c. the following three 2020 Budget reduction proposals, totalling $1,656.0 thousand gross ($1,446.0 thousand net), as summarized in Table 4 to the report (August 29, 2019) from the Medical Officer of Health:
1. Municipal Dental Program;
2. Enhanced Safe Water Initiative; and
3. Enhanced Food Safety - Haines Initiative.
2. Requested the Medical Officer of Health to incorporate proposals 2, 4, 5, 8, 9, and 10, as outlined in Confidential Attachment 1 to the report (August 29, 2019) from the Medical Officer of Health, in the 2020 Operating Budget for Toronto Public Health for consideration by the Board of Health at its meeting on September 23, 2019.
3. Requested the Medical Officer of Health to request the Province of Ontario to clarify that they will continue to fully provincially fund the AIDS and Sexual Health Information Line, operated by Toronto Public Health and provided to the entire province, and report to the Board of Health at its meeting on September 23, 2019 with an update.
4. Requested the Medical Officer of Health to report to the Board of Health at its meeting on September 23, 2019 on the status of Creating Health Plus.
5. Requested the Medical Officer of Health to report to the Board of Health Budget Committee prior to, or as part of, the 2021 Budget process, with a review of proposals 3, 6, 7, and 11, as outlined in Confidential Attachment 1 to the report (August 29, 2019) from the Medical Officer of Health, and proposed adjustments/enhancements, including partnerships with other City divisions, external community agencies, and other organizations.

Motions
That the Board of Health Budget Committee:
1. Permit Lia Brewer, Chief of Staff to Councillor Joe Cressy, Sophia Arvanitis, Executive Director of Budget and Finance, Office of the Mayor, and Matt Buckman, Senior Advisor, Legislative Affairs, Office of the Mayor, to be in attendance for the Committee's consideration of Item HU3.4 in closed session.
2:01 p.m. - That the Board of Health Budget Committee recess its public session to meet in closed session to consider this item, as it relates to personal matters about identifiable individuals, including municipal or local board employees, and labour relations or employee negotiations.
That:
