Summary
This report informs the General Government and Licensing Committee of the non-competitive purchasing activity valued at $3,000 and above for City Divisions in 2018. Non-competitive purchasing activity for the Offices of the Auditor General, Integrity Commissioner, Lobbyist Registrar, and Ombudsman are not included as part of this report. These offices are audited separately by external auditors and reported on separately.
In 2018, the value of all non-competitive purchases for the City of Toronto totalled $115.3 million, which represents 4.3 percent (compared to 3.2 percent in 2017) of the City's total purchases of approximately $2.7 billion. The amount of non-competitive purchases increased by 1.1 percent of total purchases over 2017 and increased by 58.4 percent in total dollar value. Non-competitive purchases for emergency and exclusive rights scenarios accounted for 73.5 percent of the total non-competitive procurement (compared to 61 percent in 2017).
