Etobicoke York Community Council:

1.  Authorized the Director, Transportation Services, to request the City Clerk to poll eligible householders in English or any other language specified by Community Council, on John Street, between Pine Street and Elm Street, to determine if property owners/occupants support the installation of speed humps, according to the City of Toronto Traffic Calming Policy.
 

2.  Subject to favourable results of the poll:
 

a.  Authorized the installation of traffic calming (speed humps) on John Street, between Pine Street and Elm Street.

 
b.  Directed the City Solicitor to prepare a by-law to alter sections of the roadway on John Street for traffic calming enhancement, generally as shown on a map to be provided by Transportation Services and circulated to residents during the polling process.

In 2008, Etobicoke York Community Council approved the installation of speed humps on John Street, between Jane Street and Elm Street. The speed humps were installed in 2010, and the speed limit was reduced to 30 km/h.

In 2014, John Street was under construction. Residents on the section of John Street between Pine Street and Elm Street requested that the speed humps not be reinstalled. In response, Etobicoke York Community Council requested that the City Clerk (Polling Registry Services) conduct a poll of residents on John Street, between Pine Street and Elm Street, to gauge support for reinstalling the speed humps. The majority of respondents voted against reinstalling the speed humps and so they were not reinstalled. The speed limit remained at 30 km/h.

A petition signed by residents of John Street, between Pine Street and Elm Street, has since been submitted to my office requesting that speed humps be approved for installation on this section of the street. On September 9, 2019 I held a community meeting to discuss the request to install speed humps on this section of John Street again.

Prior to approving the reinstallation of speed humps on this section of John Street, a new poll should be conducted to gauge support for this initiative.
