Summary
Toronto is the principal immigrant destination in Canada and receives the greatest proportion of new arrivals to Canada, including refugees and refugee claimants. Respected globally for its approach to newcomer integration, high level of diversity and multiculturalism, Toronto is also a municipal leader in newcomer settlement and integration. The Toronto City Council has repeatedly recognized the critical importance of newcomers to the social, economic and civic life of the city.
This report responds to the City Council's request to develop a refugee capacity plan, outlining the planning process, as well as the proposed immediate and long-term actions.
