The Dangerous Dog Review Tribunal:
1. Rescinded the determination of a dangerous dog, exempted the applicant from compliance with the Dangerous Dog Order issued February 9, 2019, and directed that the Tribunal forward the reasons for this decision to Sarah Soobram and the Executive Director, Municipal Licensing and Standards on or before October 2, 2019.

On September 19, 2019, the Dangerous Dog Review Tribunal issued reasons for its decision as follows:
The Dangerous Dog Review Tribunal Panel was presented with a Dangerous Dog Order appeal. The owner was not present but was represented by her dog trainer Ronald Terry Green. The Animal Care and Control Officer Jodi Savage and the victim Anna Maria Ramos were also not present. The Panel considered the documentation and oral arguments from the Applicant's dog trainer and the City both of whom did not witness the actual incident.
The Panel determined that a dangerous act occurred and was committed by the dog in question. Further it determined the Order was issued in accordance with the by-law. The Chair and Panel Member Dr. Hayley Glaholt felt the act was in self defense based on two separate provocative actions by the victim. Panel member Randy Yuen did not agree with the self defense argument.
Based on the evidence and for the reasons above, the Panel, by a split decision, rescinds the determination of a Dangerous Dog.
