Summary
The Rules of Procedure adopted by the Tribunal state that a Panel is 3 members and a quorum is 3 members The Tribunal may amend this. I believe the Panel should amend this to have each Panel consist of at least 4 members.

That the Tribunal Chair be requested in 2019 and 2020 to:
1. rotate the Panel Chair for each hearing of the Dangerous Dog Review Tribunal,
2. assign the Tribunal Chair as a member of each Panel.
