City Council Decision
City Council on March 27 and 28, 2019, adopted the following:
1. City Council appoint the following candidates to the Toronto Transit Commission, at pleasure of Council, for a term of office ending March 27, 2023, and until successors are appointed:
- Alan Heisey
- Julie Osborne
2. City Council direct that Confidential Attachments 1, 2, 3, 4 and 5 to the report (March 7, 2019) from the City Clerk remain confidential in their entirety as they relate to personal matters about identifiable individuals being considered for appointment to the Toronto Transit Commission.
Confidential Attachments 1, 2, 3, 4 and 5 to the report (March 7, 2019) from the City Clerk remain confidential in their entirety in accordance with the provisions of the City of Toronto Act, 2006, as they relate to personal matters about identifiable individuals being considered for appointment to the Toronto Transit Commission.

Alan Heisey
Alan M. Heisey Q.C. has lived in Toronto for his entire life both downtown and in North York He graduated from Osgoode Hall Law School in 1978 and has practised law for over 30 years. Alan has contributed considerable time during his career to public service, including as a board member for the Toronto Parking Authority, the Toronto Police Services, and the TTC. He was an advocate for a connected network of protected bike lanes in the downtown core which has been partially realised.
Julie Osborne
Julie Osborne is an experienced senior media executive. She led some of Canada's best-known media brands including Maclean's, Canadian Business and Hello Canada and was the first woman in the over 100 year history of Maclean's Magazine to hold the position of Publisher. She has served on the boards of The Writers' Trust of Canada, Magazines Canada, Canadian Women in Communications and the Tarragon Theatre. She is trilingual and graduated from Ivey with an MBA in 1987.

March 28, 2019 at 12:26 p.m. - Speaker Nunziata advised that City Council had completed its closed session consideration of Item CA4.1 headed "Appointment of Public Members to the Toronto Transit Commission". No motions were placed in the closed session. City Council would now proceed with the public debate on the Item.
That City Council amend Civic Appointments Committee Recommendation 1 by deleting the name "Julie Osborne" and replacing the name with "Christopher Matthews".

Deputy Mayor Minnan-Wong, rising on a Point of Order, stated that he would like clarification from the City Clerk on what information from a candidate's application can be shared in public. Deputy Mayor Minnan-Wong further stated that it was his understanding that permission is required to access a candidate's profile on LinkedIn.
John Elvidge, Deputy City Clerk Secretariat advised that the Council Policy since 2014 is that the recommended candidate's name is public and is accompanied by a biography. The Deputy City Clerk Secretariat further advised that all candidates are provided with a privacy statement when they apply and sign an undertaking noting that they understand that their name and biography can be made public.
Deputy Mayor Minnan-Wong, rising on a Point of Order, asked for clarification from the City Clerk whether the information provided on confidential paper about a candidate can be raised in public.
John Elvidge, Deputy City Clerk Secretariat advised that the information contained in the report from Committee, the recommended candidate's name and biographical information, information of that nature is public.
Councillor Layton, rising on a Point of Privilege, stated that Deputy Mayor Minnan-Wong in his remarks referred to a comment Councillor Layton made about the diversity of the members of the Toronto Transit Commission. Councillor Layton stated that he had referred to the citizen members, not the Council Members.
