Community Council Decision
Scarborough Community Council:
1. Directed City Planning staff to schedule a community consultation meeting for the lands at 670, 680 and 690 Progress Avenue together with the Ward Councillor.
2. Directed City Planning staff to give Notice for the community consultation meeting to landowners and residents within 120 metres of the site and to the St. Andrews Community Association as well as the condo boards of condo buildings located within Scarborough Centre, at the developer's expense.
3. Directed City Clerk's staff to give Notice for the public meeting under the Planning Act according to the regulations of the Planning Act, and to the St. Andrews Community Association as well as the condo boards of condo buildings located within Scarborough Centre, at the developer's expense.
4. Directed Planning staff to ensure that the applicant achieves Tier 2, Toronto Green development standards.
5. Directed City Planning staff to consult with the applicant, local City Councillor and other appropriate stakeholders to examine the feasibility of options that could see increased density on this site, and lower parking ratios.

Summary
The applications propose to establish a plan of subdivision and to amend the Zoning By-law for the entire 3.56 hectare site known municipally as 670, 680 and 690 Progress Avenue to permit the redevelopment of the lands with seven tall, residential buildings ranging in height from 14 to 48 storeys and twelve four-storey back-to-back townhouse blocks. A total of 2,245 residential units are proposed and a total of 1,654 vehicular parking spaces are proposed in two levels of below grade parking.
This report provides preliminary information on the above-noted application and seeks Community Council's directions on further processing of the applications and on the community consultation process.
The next step is to hold a community consultation meeting in the second quarter of 2018. A final report will be prepared and a public meeting is targeted for the first quarter of 2019, provided all required information is submitted in a timely manner and all issues raised during the review process have been satisfactorily resolved.

Motions
That the recommendations be amended as follows:
1. Planning staff consult with the applicant, local City Councillor and other appropriate stakeholders to examine the feasibility of options that could see increased density on this site, and lower parking ratios.
2. Staff ensure that the applicant achieve Tier 2, Toronto Green development standards.
3. Notices for the public meeting and the community consultation meeting be extended to the St. Andrews Community Association as well as the condo boards of condo buildings located within Scarborough Centre, at the developers expense.
